- Announcement of Opportunity N029020-2 Bidder's Pre Proposal Conference For Polarization Optics for ATST Polarimetry Analysis and Calibration System The Association of Universities for Research in Astronomy, Inc. (AURA), on behalf of the National Solar Observatory, will be soliciting proposals for the manufacture of optical components for the Polarimetry Analysis and Calibration System for the proposed Advanced Technology Solar Telescope (ATST). AURA and the ATST Project are constructing this 4-meter solar telescope under a cooperative agreement with the National Science Foundation. This award will be funded by money from the American Recovery and Reinvestment Act of 2009 (ARRA) (Public Law 111-5) and as such the requirements set forth at 2 CFR Part 176, "Award Terms for Assistance Agreements that include funds under the American Recovery and Reinvestment Act of 2009, Public Law 111-5," shall be applied. A pre-proposal conference will be held on 15 November, 2012 in Boulder, Colorado, to discuss with potential bidders the most efficient approach to procuring and producing these components. Attendance, while not mandatory, is strongly suggested. Limited telephonic participation may be available, but not guaranteed. Firms wishing to attend this conference are requested to register via email with the ATST Contracts Officer not later than 8 November. The specific time and location of the conference will be forwarded to registered attendees. Due to space limitations, AURA requests than not more than two (2) representatives from a firm attend. All travel related expenses are the sole responsibility of the bidder. AURA acknowledges that the development of all subject optical elements represents a wide range of highly specialized skills. Consequently, when the Request for Proposal is released, contractors may only wish bid on their particular area of expertise, multiple components or the entire package. For example, a contractor may quote on any or all of the following: Single crystal elements; Exterior coatings; Interior index-matching coatings; Alignment and bonding; Environmental testing; Optical testing Draft documentation relating to this procurement can be accessed at http://atst.nso.edu/contracts and clicking on the link "Polarization Optics." Bidders are encouraged to review these documents and be prepared to discuss the anticipated procurement approach, Statement of Work and project objectives as it relates to their areas of expertise as well as offer alternative approaches that would, either individually or in concert with other bidders, assist AURA in generating a solicitation package that would result in a proposal or proposals that offers AURA the most cost effective solution.
