Solicitation for Offers No. 1LA2070 October 10, 2012 Lease Summary A. Statement of Requirements. The U.S. Government currently occupies office and related space in a building under lease in Baton Rouge, Louisiana that will be expiring. City, State: Baton Rouge, LA Delineated Area: Offered buildings must be located within the following boundaries: North: Hwy 190 (also known as US 61 Business and/or Florida Street) South: Hwy 42 (Highland Road and/or Burbank Road) East: Hwy 61 West: Mississippi River Minimum Sq. Ft. (ABOA): 17,129 ABOA SF Maximum Sq. Ft. (ABOA): Space Type: OFFICE Parking Spaces (Total): 99 on-site Parking Spaces (Surface): 99 total parking spaces Parking Spaces (Structured): 0 Parking Spaces (Reserved): 0 Full Term: 10 years Firm Term: 5 years Option Term: N/A Additional Requirements: The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. Offered space must be contiguous and have the potential for an efficient layout. Interior columns must be a minimum of 20' apart. Space shall be located in a professional office setting and not within close proximity to residential areas, railroad tracks, or busy intersections. Public transportation must be available, at regularly scheduled times during the entire workday within 600 feet or two (2) blocks from the building entrance. The route from the bus stop to the building entrance shall be accessible for the mobility impaired. Space should not be located near establishments where alcoholic beverages are sold or served, or where there are tenants related to drug treatment or detention facilities. Space will not be considered where apartment space or other living quarters are located within the building. Offered space must be in a building that has earned the Energy Star label in the most recent year or will have obtained it prior to lease award, unless the offered space meets a statutory exception. The Government requires a fully serviced lease. All services, janitorial supplies, utilities, partitioning and tenant alterations are desired as part of the fully serviced rent. Subleases will not be considered. Offered space must meet Government requirements for Energy Star, and Fire, Safety, Handicapped Accessibility, and Sustainability set forth in the Request for Lease Proposals (RLP). The Government shall have access to the space 24 hours a day, 7 days a week, 365 days a year. Space shall not be located within a base (100-year) flood plain or wetland unless the Government has determined it to be the only practicable alternative. EXPRESSIONS OF INTEREST SHOULD INCLUDE THE FOLLOWING: 1. Building name and address and location of the available space within the building 2. Rentable square feet available, and expected rental rate per rentable square foot, fully serviced 3. ANSI/BOMA office area (ABOA) square feet to be offered, and expected rental rate per ABOA square foot, fully serviced. Indicate whether the quoted rental rate includes an amount for tenant improvements and state the amount, if any. 4. Date of space availability 5. Building ownership information 6. Amount of parking available on-site and its cost. Include whether expected rental rate includes the cost of the required Government parking (if any). 7. Energy efficiency and renewable energy features existing within the building 8. List of building services provided 9. Location of all nearby public transportation stops. The Government's decision regarding whether to relocate will be based, in part, on information received in response to this advertisement. B. Projected Dates.
