- Solicitation Number: RFQ-RT-13-00007 Synopsis: NAICS Code: 811219 The U.S. Environmental Protection Agency (US EPA) Research Triangle Park Procurement Operations Division (RTPPOD) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Thermo Electron North America, LLC., 1400 Northpoint Pkwy, West Palm Beach, FL 33407, for the acquisition of a 12 month Support Plan- (Unity Essential Plan-Elemental ICP/MS) for a maintenance agreement for a specific Thermo Scientific Instrument (Element 2 Basic System with CD-2). The manufacturer provides highly trained Engineers who are exclusively trained to service this instrument and provide service and support of the existing EPA HR-ICPMS. Thermo Finnigan Engineers warranty the work parts, and components provided for this highly critical instrument to NERL and HEASD. This service agreement also provides continuity of the previous years? warranty coverage for this instrument. Therefore, the Government has determined Thermo is the only vendor that can satisfy the requirement. In order to ensure correct system operation, the circumstance permitting Other than Full and Open Competition is FAR 6.302-1 Sole Source, ?only one responsible source and no other supplies or services will satisfy agency requirements?. The period of performance is expected to begin October 2012 through October 2013. All interested parties who believe they can provide the required maintenance/services, should fully explain their capabilities and qualifications in writing within 6 days from the date of this announcement. This announcement and amendments will be available via the internet at the following URL: http://www.epa.gov/oamrtpnc/1300007/index.htm. The intent of this synopsis is to determine if any other source(s) exist; and, therefore, no solicitation (RFQ) is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing merely to submit a routine letter requesting a copy of the RFQ will not be honored.
