- This is a Request for Information only. The purpose of this sources sought notice is to determine the interest and feasibility of small business set-asides. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. PLEASE NOTE THAT THIS IS NOT A REQUEST FOR PROPOSAL, NO SOLICITATION EXISTS AT THIS TIME. The National Institutes of Health, (NIH), Office of Research Information Systems (ORIS) is conducting a market survey to determine the availability and technical capability of qualified small businesses, including 8(a) small businesses, small disadvantaged businesses, woman-owned small businesses, service-disabled veteran-owned small businesses or HUBZone small businesses capable of providing professional, technical and administrative support to the Division. All responding firms are requested to identify their firm's size and type of business. The anticipated North American Industrial Classification System (NAICS) code for this acquisition is 541611, and the Small Business Standard is $14.0 million. Firms should be a GSA Mission Oriented Business Integrated Services (MOBIS) Schedule 874 contract holder. Teaming arrangements and joint ventures may be considered for any subsequent procurement based on the Government's market research, provided the prime contract is awarded to an applicable small business and that small businesses provide fifty percent or more of the support. The NIH, ORIS is conducting market research to identify sources that have the combination of experience in: • Develop, Analyze, and Refine draft biomedical category concept listings and definitions. • Manual extraction of text from grant or contract applications and placement of the information into various database or worksheets. • Develop and Maintain category documentation in the office SharePoint wiki pages and shared folders. • Facilitate research category sessions with NIH biomedical category experts. • Curate and revise thesaurus (structured based on UMLS). • Facilitate and conduct annual maintenance review and analyses for completed category definitions and project listings for public display. • Facilitate analysis of category/other related data. • Facilitate training sessions on text mining and reporting systems, policies, processes and tools to NIH community. • Analyze system deficiencies, defects, bugs, and errors and collaborate with other ORIS staff and contractors to coordinate improvements. • Develop documentation to support project goals, track required tasks and provide meeting support as required. The current contract can support up to 6 FTEs. Each year NIH reports how much it spends on various diseases, conditions, and other research areas. This information is presented in various budget documents, as well as on the NIH web site and in response to ad hoc requests from within the Executive Branch, Congress, constituent groups, and others. Within the NIH Institutes/Centers (ICs), research spending on individual projects is analyzed by experts to categorize them, and the total dollar amounts are compiled by category within each IC and across all ICs. The coding of research activity is not only a very labor-intensive process but the results, which are based on subjective analyses by many individuals, do not have the desired degree of robustness, consistency, transparency, and cannot be quickly replicated as expected by Executive Branch officials, Congress, the press, and constituency groups. The Research, Condition and Disease Categorization (RCDC) system will semi-automate the process of categorization and provide greater consistency, robustness, and transparency of NIH's RCDC Reporting. The ORIS expects to conduct a competitive acquisition and award a contract no later than July 2013. The contract type will be Labor Hour tasks. Below are the characteristics of the ORIS Scientific Information Analysts and Extraction Specialists requirements: • Demonstrable knowledge in diverse areas of biomedical, chemical, physical and health sciences. • Previous experience in automated scientific coding/indexing. • Working knowledge of scientific thesaurus or other structured vocabularies and text mining tools and software. • Previous experience with UMLS, MeSH (Medical Subject Headings), CRISP (Computer Retrieval of Information on Scientific Projects) or other biomedical thesauri, and Elsevier/Collexis or other thesaurus based text mining tools preferred. **NOTE: The experience does need to be in a combination of one of these biomedical thesauri and some thesaurus based text mining tool (it is the combination that is required). Experience in just one tool is not sufficient for our requirements. It doesn't have to be MeSH or CRISP, but UMLS is the industry standard. • Ability to derive relevant concepts from source data. • Ability to facilitate meetings in a "lead" capacity for groups of various sizes and scientific expertise. • Previous experience with NIH grant data analytical activities • Skills in oral and written communication. • Organized and deadline driven. • Lead Scientific Information Analysts require past managerial experience. Page limitation does not include (1 cover page or 1 letter of introduction page) 5. Do not include promotional materials Interested firms responding to this market survey must provide (a) capability statement demonstrating their experience, skills and capability to fulfill the Governments requirements for the above in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b). The capability statement shall be in sufficient enough detail, but not exceed 5 pages TOTAL, so that the Government can determine the experience and capability of your firm to provide the requirements above. Please specify one primary and one alternate Point of Contact (POC) within your firm, including telephone numbers and email addresses. Your capability statement should include a list of three customers (Government/non-Government) within the past 5-year highlighting similar work in nature, scope, complexity, and difficulty and a brief description of the scope of work. Only Electronic copies of capability statements will be accepted and should be emailed to briscoee@mail.nih.gov. A determination by the Government to proceed with the acquisition as a set-aside is within the discretion of the Government. If capability statements are not received from at least two responsible small businesses by the response date or if the Government determines that no small business concerns are capable of performing this requirement based upon an evaluation of the capability statements submitted, the Government may proceed with a full and open competition.
