GSA Automotive purchases an estimated 60,000 new model year non-tactical vehicles for Federal Executive Agencies and the Department of Defense (DOD) annually. GSA will issue a Request for Proposal (RFP) for Light Vehicles to be built in accordance with Federal Vehicle Standards 122 and 307. Prospective offerors must meet the minimum requirements as cited in 2013 Federal Vehicle Standards 122 and 307 to include the following: Sedans, Light Trucks, SUVs, Electric, and Electric Extended-Range Vehicles. The Federal Vehicle Standards are available at http://apps.fss.gsa.gov/vehiclestandards/. The contract type contemplated is a Firm-Fixed Price with Economic Price Adjustment, Indefinite Delivery/Indefinite Quantity (FFP-EPA/IDIQ) contract. The anticipated period of performance is one (1) Base Year with four (4) one-month option periods. It is not anticipated this acquisition will be Set-Aside for Small Business concerns, however all qualified Small Business concerns will be encouraged to submit offers. The NAICS codes applicable to this acquisition are 336111, 336112, and 441110. The Small Business Size Standards can be found at http://www.sba.gov/sites/default/files/files/Size_Standards_Table.pdf. Anticipated Evaluation Factors are: Technical Capability, Management Capability, Past Performance, and Price. Prospective Offerors: 1. Prospective offerors are required to obtain a user name and password for GSA's secure online proposal application (AutoBid) prior to issuance of this solicitation. A user name and password is obtained by submitting the solicitation number, company's name, valid DUNS number, address, business size, user's name, telephone number, fax, email, and vehicle make(s) that will be offered to automotiveedi.partnerships@gsa.gov. AutoBid will NOT open for prospective offerors until the solicitation is issued. For additional information please see the attached "AutoBid Vendor Instructions". 2. AutoBid account information will be provided within ten (10) business days of your request. Please request user name and password prior to the issuance of the solicitation to avoid delays. 3. Valid and current registration in the Central Contractor Registration (CCR) or SAM system is required. Please visit www.ccr.gov or www.sam.gov for more information. 4. The anticipated issue date of the solicitation is October 11, 2012. AutoBid will not be open until the solicitation is issued. 5. A pre-proposal conference will NOT be held after issuance of the solicitation. Specific instructions for submitting questions related to this acquisition will be included with the solicitation package. We encourage interested firms to register on the Interested Vendors List in FedBizOpps under the solicitation number. All announcements or changes to the intended publication date, the solicitation, and any other information concerning this acquisition will be conveyed via the FedBizOpps website.
