Description
INTENT TO AWARD A SOLE SOURCE. The Federal Occupational Health (FOH) through the Department of Health and Human Services (HHS), Program Support Center (PSC), Division of Acquisition Management (DAM), intends to negotiate on a sole-source basis Magellan Behavioral Health, 14100 Magellan Plaza, Maryland Heights, MO, 63043. This action is being processed under the authority of the Subpart 15.002 (a) of the Federal Acquisition Regulation. Posting of this Special Notice is in accordance with Sub-Part 5.2. The intended award will follow policies and procedures set forth in Part 15 Contract by Negotiation. The NAICS Code is 621330 with a size standard of $7M. Federal Occupational Health (FOH), a component of the Program Support Center (PSC) within the U.S. Department of Health and Human Services (HHS), has provided occupational health programs for Federal employees for more than 65 years. FOH operates under the principles of the Health Promotion for Government Employees Act, Pub. L. No. 79-658, 60 Stat. 903 (1946), as amended and codified at 5 U.S.C. § 7901, which authorizes the head of an agency to establish a health service program to promote and maintain the physical fitness and emotional well-being of Federal employees; 41 U.S.C. 231; and the Service and Supply Fund Charter. To fulfill its mission, FOH designs and provides a suite of occupational health services for Federal agencies and their employees. FOH enters into agreements with customer organizations and either directly delivers occupational health services or contracts with qualified contractors to provide such services. When FOH uses a contractor, FOH monitors the contract and provides the technical oversight. FOH is committed to an integrated approach to improving the health and productivity of the Federal workforce, which helps address both direct and indirect cost drivers impacting the Federal Government. To that end, FOH provides programs and services that support a wellness-focused culture of health rather than a treatment-focused culture of sickness. FOH's goal is to align programs and services along a continuum designed to meet the needs of the Federal employees across all risk levels - health and wellness programs to keep healthy people healthy; health risk management for those at low and moderate risk; and referral for those with chronic health needs. Employee Assistance services play an essential role in FOH's overall integrated health strategy to maintain or improve the health of the Federal population. As part of a long-term strategy of integration and quality improvement, FOH follows the National Committee for Quality Assurance (NCQA) standards and criteria for Managed Behavioral Healthcare Organizations and Wellness and Health Promotion (WHP), which are outlined at http://www.ncqa.org/tabid/58/Default.aspx. The purpose of this requirement is to continue the following services for the FOH Employee Assistance Program, currently being provided by Magellan Behavioral Health. The period of performance shall be for a base period of six (6) months, beginning November 1, 2012 with two (2) three (3) month option periods. The contractor shall provide a comprehensive EAP with services that include in-person and telephonic consultation and problem solving for wide range of personal concerns. The contractor shall provide educational and motivational activities; referral, monitoring, and follow-up services; behavioral health consultation and coaching; short-term problem-focused counseling; crisis intervention; management consultation and support; and union briefings. Services shall be accessible through an FOH toll-free telephone number and will be available 24 hours a day, 7 days a week, 365 days a year. The program shall include access to a national affiliate counselor network, work/life resources, 24-hour service center, and web-based resources. Interested concerns may identify their interest and submit a capability statement that demonstrates their ability to provide the services required in the timeframe required. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. NO SOLICITATION IS AVAILABLE; THEREFORE, REQUEST FOR SUCH DOCUMENT WILL BE CONSIDERED INVALID RESPONSES. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. If no affirmative responses are received within 15 days from the date of this synopsis, the Contracting Officer will proceed with issuance of a solicitation to Magellan Behavioral Health.
