- 1 NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 This Sources Sought is issued as a part of ongoing market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 336413 (Aircraft parts, other) which has a corresponding Size standard of 1000. The Government will use this information to determine the best acquisition strategy for this procurement. Although the Government recognizes a potential capability among small business to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Woman-Owned small business concerns, we also request that all interested parties respond to this notice and the limitations of proprietary data identified below. If applicable, identify your small business status to the 336413 NAICS code. Additionally, please provide any anticipated teaming arrangements, including those between small and large businesses along with a description of similar services offered to the Government and to commercial customers for the past three years. If at least 51% of the total labor dollars can be attributed to the performance of the small business participant as the prime or team lead, and if more than one qualified small business is identified, a set aside may be possible. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. Keep in mind that if a set-aside does not materialize, other large business or large/small teaming participation may be considered for competition, so other respondents are expected. 2. Program Details: 2.1 The following information is provided to help potential contractors delineate the skills, experience, and knowledge required to successfully provide the described capability. AFLCMC/WWMPA F-16 Integration Section, Hill AFB, UT, serving as the prime integrator, intends to award a One (1) year contract with potential for three optional years to support the 309th Software Maintenance Group (SMXG) USAF F-16 Block 30 SCU 9 and 10 Operational Flight Program (OFP) SADL software development. The SADL software development capability provides a technology which aids in awareness and assessment of changing threats and tactics in combat environments. This action is being conducted to identify potential sources capable of meeting the requirements for the following: a. Provide software support and development for the SADL Radio OFP to satisfy requirements for Gateway, Forward Air Controller (FAC), enhanced key management, and Army EPLRS compatibility. b. All SCU OFP updates to include changes relating to the SADL software as directed by AFLCMC/WWMPA. c. Maintain SADL Software Applications such as SADL Support Equipment (SSE), Windows Forward Air Controller (WINFAC), SADL Carry-on, the SADL Host Driver, and provide changes as directed by AFLCMC /WWMPA. d. Support software demonstration, installation and integration of the SADL System and applications into platforms and/or facilities as they become defined by the Warfighter's mission requirements as directed by AFLCMC /WWMPA. 3. This is a request for information seeking sources capable of meeting the requirements in the attached Purchase Description. When responding please include: a. Company Name and Cage code. b. Who is your POC? Please provide an email address and phone number. c. Experiences with same or similar items and/or support. Please describe. d. Suggested NAICS Code, if 336413 is considered to generic. e. Business Size Classification for NAICS and qualifications if any and any sub-category. f. Would you be a prime or subcontractor? g. Lead Time for the task performance. h. What type of software maintenance contract would you be able to provide? i. Ability to access information and permission to use Raytheon Fullerton proprietary data? 4. Interested parties responding to this announcement shall indicate whether they are large, small, small disadvantaged, Section 8(a) qualified, women-owned, minority-owned, service-disabled veteran, or HUB zone, in relation to North American Industry Classification System (NAICS) code 336413. Interested parties responding to this announcement shall indicate whether they are foreign owned. 5. Potential offers are requested to provide an executive summary; relevant history and evidence of past performance/capability to perform the tasking not to exceed 10 pages. Information submitted should be pertinent and specific to that which is indicative of the offeror's capabilities to successfully perform this effort. A vendor point of contact, including an email address must be included in your response. The government does NOT intend to contract on the basis of this request or otherwise pay for the information solicited herein. Copies of your submitted information will be distributed to the AFLCMC/WWMPA and the contracting officer for review. Interested parties are requested to submit one (1) copy of the aforementioned summary to Dusty Esplin, AFLCMC/WWMK, 6072 Fir Ave, Bldg 1233, Hill AFB UT, 84056-5820 no later than 30 calendar days after publication of this notice.
