- HSCG85-13-R-P45004 Solicitation Package This is a combined Synopsis/Solicitation solicited as a sole-source firm fixed price commercial contract to Vigor Shipyards Inc., 1801 16th Ave. S.W., Seattle, WA 98134, prepared in accordance with the format in FAR 12 (Acquisition of Commercial Items) and FAR 15 (Contracting by Negotiation) as supplemented with additional information included in this notice. The U. S. Coast Guard has a requirement for dry-docking the USCGC Healy in fiscal year 2013 for maintenance and repairs. The USCG intends to solicit and negotiate with only one source under the statutory authority 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1. This sole source justification is based on a PACAREA Commander geographic restriction of 75 road miles from USCG Base Seattle in Washington and on rated lifting capacity to safely lift the Healy. The USCG is not requesting proposals or quotations for this notice from parties other than the one named for sole source award; however, interested parties may submit responses to this notice demonstrating their capability to safely drydock the vessel within the prescribed geographical restriction and to perform the repairs required by the solicitation. Responses shall include sufficient information to enable the Government to evaluate the information relative to the above requirements. All responses received within fifteen (15) days after date of publication of this synopsis must be received in writing, via e-mail, and sent to the listed point of contact to be considered by the Government for the purpose of determining whether or not to compete the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
