Description
This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. The National Library of Medicine (NLM) is conducting a market survey to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses and/or HUBZone small businesses capable of serving the needs identified below. Background The Exhibition Program at the National Library of Medicine produces exhibitions about the cultural and social history of science, medicine, and technology for installation in the Library's Lobby, Rotunda Gallery and History of Medicine Reading Room, and for its traveling exhibition service. The Exhibition Program regularly produces educational resources, websites, and ancillary print pieces in association with these exhibitions. The Exhibition Program also occasionally supports minor architectural design requirements for the building manager. The exhibitions feature books, journals, photographs, and prints from the Library's collections. The exhibitions may include artifacts on loan from other institutions or individuals, and images, and graphics, used with permission, from other institutions or individuals, or produced by the Library for the project. Traveling exhibitions are graphic and not expected to include artifacts. Purpose The purpose of this procurement is to obtain professional creative services to develop exhibitions, ancillary graphics, and digital programs under the leadership of the National Library of Medicine's Exhibition Program staff and the Head of the Exhibition Program. The Exhibition Program anticipates awarding multiple IDIQ awards. Vendors may propose to provide all or any combination of the following service categories. Proposals must clearly specify the Creative Service categories being offered. Creative service categories include: • Exhibition Design • Web Design and Development Specific tasks may be performed by designers, artists, architects, engineers, software and web developers, project managers, writers, editors, researchers, coordinators, customer service representatives, registrars or others. Vendor Requirements Vendors shall furnish professional creative services, as specified in each task order, under the contract as required in support of the above mentioned services categories which may include, but are limited to: new projects, modifications and alterations to existing products, maintenance and repair of existing products. All materials produced under contracts resulting from this RFP will become the property of the National Library of Medicine under NLM(RC)--Rights in Data - Special Works (11-30-88). Exhibition Design: Exhibition Design is required for the design of traveling exhibitions, onsite exhibitions, minor architecture and infrastructure modifications, ancillary printed materials such as brochures, invitations, posters, press kits, calendars, catalogues, publicity banners and advertisements, and other related materials. Each task order scope of work and specifications will indicate the general and specific tasks required for that effort including but not limited to concept design, design development, final design, graphic production files, construction drawings and specifications, cost estimates, and post design services which may include overseeing exhibition fabrication, installation, and associated infrastructure construction, printing, and other production services, and providing the Library with a close out package or other necessary files and documents for the maintenance and documentation of the project. Exhibition Design requires interpreting exhibition content into primarily a graphic representation and sometimes a 3-dimensional experience. Exhibition Design includes: developing the graphic identity and overall look and feel of a project, and providing designs and specifications for interpretive approaches. In collaboration with the Exhibition Program the Exhibition Design Vendor shall determine the visual vocabulary of the exhibition. The Exhibition Design Vendor develops designs and specifications for graphics including titles, text panels, labels, and illustrations and collaborates in creating a graphic identity for other media within an exhibition project. The Exhibition Design Vendor will collaborate with Library Staff and other vendors to ensure a consistent visual identity. The Exhibition Design Vendor will provide resources (digital files) to other project team members, as required, to incorporate graphic identity into all aspects of the project. The Exhibition Design Vendor prepares final graphic files for production. Web Design and Development: Web Design and Development is required for the design and production of websites to convey exhibition content, education resources, digital resources, and supporting information. Each task order scope of work and specifications will indicate the general and specific tasks required for that project including but not limited to concept design (building on exhibition designs), information architecture, wireframes, page schematics, user interface design, design and code development, graphic production, final production, user testing, quality assurance testing, and preparation and finalization for launch. Some task orders may include elements of post-launch maintenance. Web Design and Development requires interpreting content in an educational, innovative, and interactive way for an online experience that visitors can relate to. The Web Design and Development Vendor will collaborate with the Exhibition Program to ensure an integrated experience and the smooth translation of exhibition elements to the web medium incorporating the exhibition visual identity into the designs for the online exhibitions. The Vendor will collaborate with the Exhibition Program to develop designs and specifications for the architecture, structure, navigation and programming of the website. The Vendor will develop the code for the site and deliver the files to the Library for hosting and work with Library staff to ensure integration with the Library's systems and infrastructure. Working with content provided by the Exhibition Program the Vendor will prepare all documents, images, or other resources required for the website. The Vendor will have expertise in information architecture, human factors, interface issues, and usable design specific to the web environment. It is anticipated that the period of performance will be for a base year with options for four (4) successive one-year periods. This is a Small Business Sources Sought Notice. This is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disable, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. This Sources Sought notice is not a Request for Proposals (RFP), nor is an RFP available. Interested firms responding to this sources sought notice must adhere to the following: (a) Provide a capability statement demonstrating relevant experience, skills and ability to fulfill the Government's requirements for the above. The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed 10 pages. (b) The capability statement must identify the responder's small business type and size; DUNS number; NAICS code; and technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and email addresses. (c) All capability statements must be submitted electronically no later than 4:30pm Eastern Standard time on Friday October 19, 2012 to Ms. Uyen Phuong at phuongu@mail.nlm.nih.gov. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
