Subject: 3D Scanning and Measurement System (SMS) Request for Information (RFI) THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); IT IS STRICTLY A REQUEST FOR INFORMATION (RFI). NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS RFI. NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. 1.0 SUBJECT: The Project Management Office Medical Support Systems (PMO-MSS) of the U.S. Army Medical Material Development Activity (USAMMDA) is conducting market research to determine whether a commercial system is available to meet the requirements for a three-dimensional (3D) scanning and measurement system (SMS). This market research may also assist with the further development and/or refinement of the requirements. Responses to this RFI are due no later than 3:00 PM E.S.T. on 2 Nov 2012. 2.0 DISCLAIMER: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFP will not be entertained. 3.0 DESCRIPTION: PMO-Medical Support Systems, USAMMDA has an emerging need for a 3D scanning and measurement system. This RFI is seeking sources of supply that can provide a system that can meet all of the minimum requirements that are mentioned below. The 3D scanning and measurement system can quickly scan complex or large shapes and delicate or hard-to-move objects for inspection, simulation, digital mockups, prototype development and design engineering applications. Minimum Essential Characteristics (MECs): 1.Scan and measure both internal and external geometries. It is allowable that multiple scanners as part of a single system are needed to accomplish this task. 2.Produce 3D models for prototype development and design engineering (parametric), analysis (finite element analysis, computational fluid dynamics, etc.), integration with other 3D CAD data models, retrofit, 3D printing, etc. 3.Versatile enough for both small (cellphone) and large objects (truck) 4.Dimensional tolerance capability to less than 1 millimeter (mm). 5.Minimal scan time 6.Portable 7.Provided with all necessary software, manuals and accessories. 8.On-site training available Desired (but not required) Characteristics: 1.Include an appropriate companion computer. Design. Ideally, the 3D SMS should be pre-assembled to the greatest extent possible. The system should not contain any components that cannot be carried by more than 2 people (~100 lbs). Manuals and Training: The 3D scanning and measurement system should come with an operation and maintenance manual, accessories, and a parts list of supplies/items that accompany the system when purchased. The manufacturer should have reliable repair service/technical support as well as provide onsite training upon request. Software: Indication of availability of demonstration/test software is highly desired to demonstrate compatibility with DOD and MRMC network systems. The Government encourages creativity and innovation in responses to this RFI. The purpose of this RFI is to gather information about commercially available products that meet the requirements enumerated above. 4.0 RESPONSES: Responses should include ability of the system to meet the MECs. Response should also include a set of requirements for computer needs, including minimum memory (RAM and permanent), video card and operating system requirements. A list of compatible CAD formats/systems is also desired. Finally, response should include whether a test/demonstration version of inclusive software exists and is available upon request. Responses shall be submitted via email, to Michael Ursone @ michael.ursone@amedd.army.mil by the designated response time.
