Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is VA258-12-Q-0844 and is being issued as request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 055-55 January 3, 2012. This acquisition is UNRESTRICTED and the associated NAICS code is 51110 and small business size standard is 500 employees. The government anticipates awarding a firm-fixed price purchase order. This RFQ closes on October 24, 2012 at 12:00 PM, MST. Proposal must be received on or before the closing date and time of this RFQ. All responding vendors must be registered in www.SAM.gov in order to receive an award. The El Paso VA Health Care System is seeking a subscription to the local newspaper which includes US news & world news. This contract will daily deliver 25 local news papers on weekdays, excluding Federal Holidays. The papers are solely for the enjoyment and use of our Veterans patients. The subscription will provide a distraction for patients who are waiting to be seen by a practitioner or staff member. The 25 papers are distributed by a volunteer each morning, to waiting rooms throughout the facility. Deliver to Department of Veteran Affairs, 5001 N. Piedras St., El Paso, TX 79930. TECHNICAL ACCEPTABILITY AND PRICE. 1.Technical acceptability: Technical acceptability of the services/supplies offered to meet the Government's requirement. Offeror shall deliver 25 local newspapers daily to the VA except weekends and Federal Holidays. Newspaper should contain local news and information related to the El Paso community to include US and world news for the enjoyment of the Veteran patients. 2.Price: Prices will be evaluated for fair and reasonableness. Only those quotes rated technically acceptable will be further evaluated for price. 52.212-2Addendum, includes the following to paragraph (a): The Government will evaluate each quote strictly in accordance with its contents. A quote that is unrealistic in terms of technical quality or price will be deemed reflective of an inherent lack of technical competence or indicative of failure to comprehend the complexity and risks of the contractual requirements. Such quotes may be determined unacceptable. Award will be made to the lowest-price, technically-acceptable offeror.
