Description
The Naval Air Systems Command (NAVAIR) intends to award on a sole-source basis with Raytheon Integrated Defense Systems (IDS), 1847 W Man Road, Portsmouth, Rhode Island a modification to the Time & Materials Delivery Order 0008 under Basic Ordering Agreement (BOA) N00019-08-G-0013, to provide Engineering Services Support, to include material, to support reliability improvement Engineering Change Proposals for components of the Airborne Low Frequency Sonar System (ALFS). The components targeted for reliability improvement are the ALFS reeling machine and transducer assembly. This requirement will be procured in accordance with FAR 6.302, only one responsible source and no other supplies or services will satisfy agency requirements. The authority permitting other than full and open competition is Title 10 U.S. Code 2304(c)(1), as implemented by FAR 6.301-1, only one responsible source and no other supplies or services will satisfy agency requirements. Raytheon IDS is the sole integrator of the AN/AQS-22 ALFS System with the technical data, knowledge, and experience necessary to perform this effort. This notice of intent is not a request for competitive proposals; however, responsible sources may submit a capability statement, which will be considered by NAVAIR.
