Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. USPFO of New Jersey Army National Guard intends to award a BLANKET PURCHASE AGREEMENT (BPA) Contract for the alterations of the Army Service Uniforms (ASU) Reference: AR 700-84 For: JOINT FORCE HEADQUARTERS - NEW JERSEY ARMY NATIONAL GUARD- STATE WIDE 1. Location: Request a contract vendor be provided for North, South and Central Jersey. 2. PROJECT: Army Service Uniforms (ASU) 3. Scope of Work: Attached The purpose of this letter is to give guidance and provide army regulations to a vendor to do proper military uniform alterations. To ensure that the vendor has clear directions on what alternations are authorized and not authorized. Soldier will be given a uniform at the unit and make an appointment with an authorized vendor. Vendor will measure Soldier and fill out the attached "alterations tracking worksheet." Vendor will provide 2 copies of the receipt one to the soldier and the other to the unitPoint of Contact (POC). Each vendor must maintain communication with unit as soldier/uniforms come in for alternations and are completed. Vendor must send a status every two weeks to the unit. (see attached alteration tracking excel worksheet) Vendor is responsible to correct any errors without additional charge. Each uniform must be complete within 30 days. (a) Any additional alterations required to make uniform fit in accordance with AR670-1, cost TBD. Sizing and measurements: Sleeve Hem: With arms hanging freely and naturally to the side, the proper sleeve length is about 1 inch below the wrist bone. Trousers / slacks Hem: The front crease will reach the top of the instep, touching the top of the shoe and the shoe laces. They will be cut at a diagonal line to reach a point midway between the top of the heel and the top of the shoe in back. They may have a slight break in the front. Skirt Hem: Knee length: No more than 1" above or 2" below the center of the knee. Full Length: Hem should touch the top of the pumps. Make sure you measure the length with the actual pumps you will be wearing. Hash Marks: Centered 4" from the bottom of the left sleeve at a 45-degree angle. Each hash mark represents 3 years of service. Rank (Chevrons): Centered on the sleeve between the top shoulder sleeve and the elbow. Overseas Service Bars: Centered on the bottom of the right sleeve with the lower edge positioned 4" above and parallel to the sleeve hem. NOTE: As per 700-84 General guidelines These uniforms are designed to fit loosely; alterations to make them fit tightly are not authorized. A tight fit reduces the airflow needed for ventilation and cooling. The only alterations authorized are those listed in AR 700-84. Additional Information for the USPFO: AR 700-84 Chapter 13 Alterations 13-1. Alterations at government expense Alterations to personal clothing at Government expense are limited to authorized outer items. Alterations will be made- a. At the time of issue or sale (all cash and individual charge sales to enlisted soldiers). b. On receipt of uniform items obtained through mail order purchases. c. During the first 6 months of service under the clothing allowance system when outer clothing becomes too small or too large because of major changes in height or weight. d. When on the issue-in-kind system. e. At any time damage is not the fault of the enlisted soldier (see para 5-11). f. USAR and ARNGUS enlisted soldiers in remote sites are authorized local alterations. (See para 14-17 for a listing of authorized alterations and amounts authorized for reimbursement.) 13-4. Authorized alterations Authorized alterations to clothing are shown in tables 13-1 and 13-2. Also, USAR and ARNGUS enlisted soldiers in remote sites are authorized local alterations. (See para 14-17 for a listing of authorized alterations and amounts authorized for reimbursement.) 13-5. Unauthorized alterations Alterations will not be made if they would- a. Cause a material change from the approved concept of fit of the garment. b. Change a garment to about the same size as another standard tariff garment, unless size substitutions are made by the source of supply. AR-670-1 General Information and Responsibilities Chapter 1 1-9. Uniform appearance and fit a. Appearance. (1) All personnel will maintain a high standard of dress and appearance. Uniforms will fit properly; trousers, pants, or skirts should not fit tightly; and personnel must keep uniforms clean and serviceable and press them as necessary. Soldiers must project a military image that leaves no doubt that they live by a common military standard and are responsible to military order and discipline. Soldiers will ensure that articles carried in pockets do not protrude from the pocket or present a bulky appearance. (2) Uniform coats and jackets (male and female). The sleeve length will be 1 inch below the bottom of the wrist bone. (3) Trousers and slacks. (a) Trousers will be fitted and worn with the lower edge of the waistband at the top of the hipbone, plus or minus 1 2 inch. The front crease of the trousers will reach the top of the instep, touching the top of the shoe at the shoelaces. Trousers will be cut on a diagonal line to reach a point approximately midway between the top of the heel and the top of the standard shoe in the back. The trousers may have a slight break in the front. (b) Slacks will be fitted and worn so that the center of the waistband is at the natural waistline. The front crease of the slacks will reach the top of the instep, touching the top of the foot or the shoe at the shoelaces. Slacks will be cut on a diagonal line to reach a point approximately midway between the top of the heel and the top of the standard shoe in the back. The slacks may have a slight break in the front. (4) Knee-length skirts. Skirt lengths will be no more than 1 inch above or 2 inches below the center of the knee. 3-6. General guidelines a. These uniforms are designed to fit loosely; alterations to make them fit tightly are not authorized. A tight fit reduces the airflow needed for ventilation and cooling. The only alterations authorized are those listed in AR 700-84. 20-6. Trousers, Army blue a. Design. The trousers will be made from an approved specification or pattern. b. General description. (1) Low-waisted. The low-waisted blue trousers are straight-legged without cuffs, with side and hip pockets. The left hip pocket has a buttonhole tab and button. (c) Enlisted personnel have one 11 2 inch gold-colored nylon or rayon braid. 21-6. Skirt, Army blue a. Design. The skirt will be made from an approved specification or pattern. b. General description. The skirt is knee length, with a three-piece front and three-piece back, slightly flared, with a waistband and a zipper closure on the left side. 21-12. General guidelines a. The skirt is worn no longer than 1 inch above, or 2 inches below the crease in the back of the knee. b. Measure, mark, properly fit and alter all or some of the below list IAW AR 670-1 and ASU fitting guide for approx 3000 soldiers: (2100 male / 500 female) (1) Coat sleeve hemming (2) Coat side / back alteration (3) Coat Buttons relocated (4) Trouser hemming (length) (male): 2 pair per male Soldier (5) Slacks hemming (length) (female): 1 pair per female Soldier (6) Skirt hemming (length) (female): 1 ea per female Soldier (7) Waist alteration: 2 ea per male trousers, 2 ea per female trousers and skirt (8) Seat alteration: 2 ea per male trousers and 1 ea per female slacks c. Sew on each coat the below items that will be army furnished: (1) Rank: 1 ea per coat sleeve (2) Service stripes (1 continuous strip): when applicable (3) Overseas stripes (1 continuous strip): when applicable (4) Soutache Braid: 1 ea per coat sleeve 3. After all items for each unit have been completed, the altered uniforms will be returned to each unit's location in bulk by work order no later than 45 days after received by vendor. d. Enlisted personnel assigned to units authorized by CTA 50-900 to wear the Army blue uniform as an organizational uniform, such as table of organization and equipment (TOE) bands, selected honor guards, and other ceremonial units, may wear distinctive unit insignia (DUI), Military Police accessories, and other items authorized by CTA50-900, when prescribed by the commander. e. Soldiers who possess the old version of the Army blue coat will wear one branch and one U.S. insignia on the collar. Those who possess the new version of the Army blue coat will wear their insignia as they do on the Army green coat (see paras 28-4 and 28-12 of this regulation). *Snug means that the tape is tight, but yet loose enough to slide your hand under the tape. Hat size - your Blue Service Cap size may be different than your beret size! We have many Soldiers who order the wrong Cap size. We have set up a photo-based guide to help you take the proper measurement: Collar - Measure around your neck at the point where the collar is worn, pulling the tape tight enough to remove gaps between the tape and the skin, but not so tight as to depress and discolor the skin. Round up to the next " for your collar size. Another technique is to measure the collar of a comfortably fitting shirt while laying it on a flat surface. Measure from the center of the button to the outside edge of the button hole and round up to the next 1/2'". Chest/bust - While standing erect, but relaxed, measure around the largest part of the chest or bust with the tape passing under the arms, remaining parallel to the floor, and snug *. Waist - While standing relaxed, measure around your waist where the trousers are worn; generally this is the smallest part of the waist. Pull the tape snug*. Hips - While standing relaxed with your feet together, measure around the fullest part of your hips (seat), keeping the tape parallel to the floor and snug*. Remove wallets and cell phones from your pockets prior to taking the measurement. Skirt length - Measure from your waistline to the center of your kneecap. Inseam - Measure the inside seam from the crotch to the bottom of the trouser leg. A good technique is to measure a pair of well-fitting trousers while laying them on a flat surface. Sleeve outseam - With your arms held relaxed at your sides, measure from the center of the back, over the shoulder, and to the bottom of the wrist bone where the hand joins the wrist. Description of Services/Introduction: The contractor shall provide all personnel, equipment,transportation, tools, supervision, and other items and non-personal services necessary to perform alterations services and provide requisite supplies as defined in this Performance Work Statement. The contractor shall perform to the standards in this contract. Evaluation Criteria/Basis of Award Seller whose offer conforming to the solicitation will be most advantageous to the Buyer on the basis of price, technical capability, delivery.
