Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Naval Facilities Engineering Command Southeast, Public Works Department, NAS Pensacola, FL intends to award a Task Order Modification to one source, (The City of Pensacola) under the authority of 10 U.S.C. 2913 which allows the Navy to enter into agreements with gas or electric utilities to design and implement cost-effective demand and conservation incentive programs (including energy management services, facilities alterations, and the installation and maintenance of energy savings devices and technologies by the utilities) to address the requirement and circumstances of the installation. This Task Order Modification is referred to as ENERGY MODERNIZATION BLDGS 3221, 3460, 3828, & 3465. The Task Order Modification will implement several additional energy conservation measures (ECM) for NAS Pensacola as a result of a no-cost preliminary energy audit. These ECMs were originally to be included in the existing task order, but removed prior to award. NAVFAC SE has identified modification of the existing Utility Energy Service Contract Task Order as the preferred contracting vehicle to meet the requirements due to the nature and location of the work, and the potential benefits over other contracting vehicles to include avoiding duplication of costs and unnecessary delays. Interested utilities may identify their interest and ability to meet the requirements stated herein and may submit their corporate capabilities for consideration. The submission must include the NAICS code and Cage Code. A determination by the Government not to compete this task order modification based upon responses to this notice is solely within the discretion of the Contracting Officer.
