Description
SOURCES SOUGHT NOTICE NAVY DRUG SCREENING LABORATORY NAVAL STATION GREAT LAKES, IL The intent of this sources sought notice is to identify potential Small Business, 8(a), HUBZone, Service Disabled Veteran Owned or Women-Owned Small Business firms capable of constructing a Navy Drug Screening Laboratory. Naval Facilities Engineering Command (NAVFAC), Midwest, Great Lakes, Illinois is seeking either individual firms or Joint Venture firms nationwide capable of performing a design-bid-build constructing a Navy Drug Screening Laboratory at the Naval Station, Great Lakes, Illinois. The estimated cost of this potential project is $20,000,000 Million. The NAICS Code is 236220 with the annual size standard of $33.5 Million. The proposed procurement is being considered as a set-aside under small business, section 8(a), HUBZone, Service Veteran Owned Small Business Program or Women-Owned small business concerns. Firms are requested to submit their Sources Sought Questionnaire which will be the basis for the Government ™s decision to establish this requirement as a small Business, 8(a), HUBZone, Service Disabled Veteran Owned Small Business or Women-Owned small business concerns set-aside acquisition. Interested small businesses, 8(a), HUBZone, Service Disabled Veteran Owned Small Business or Women-Owned small business concerns are encouraged to submit a Source Sought Questionnaire. The Sources Sought Questionnaire must describe in detail the firm ™s capability to provide construction of a Design-Bid-Build Navy Drug Screening Laboratory, Naval Station, Great Lakes, Illinois within the estimated dollar amount. The Sources Sought Questionnaire may be submitted electronically to terryll.zade@navy.mil; FAX 847-688-6567 or by hard copy to Terryll Zade, NAVFAC Midwest, 201 Decatur Avenue, Bldg. 1A, Great Lakes, IL 60088-2801. PROJECT DESCRIPTION: This project is a Design Bid-Build Project that will construct a facility approximately 29,900 square feet to house laboratory, support services, administrative and training spaces for the navy Drug Screen Program at Naval Station, Great Lakes, Illinois. Provide supporting facilities including utilities, site improvement, parking, access roads, signage, and environmental protection. Provide LEED 3.0 Silver Certified rating. Provide commissioning and operation and maintenance (O&M) manuals. The Sources Sought Questionnaire must be complete and sufficiently detailed to allow the Government to determine the firm ™s qualifications to perform the defined work. Interested parties to mail/submit their responses to the NAVFAC Midwest, Attention: Terryll Zade, Contract Specialist, NAVFAC Midwest, 201 Decatur Avenue, Great Lakes, Illinois 60088-5600; via email to terryll.zade@navy.mil or FAX (847) 688-6567. Receipt of potential offeror ™s sources sought package shall be received no later than Wednesday, October 14, 2012 at 2:00 p.m. Central Standard Time. This sources sought notice is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice. This notice is not a Request for Proposal (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing the RFP. If issued, the solicitation will utilize source selection procedures, which require offerors to submit technical experience, past performance, safety and price for evaluation by the Government. The Government will not pay for any effort expended in responding to this notice. Estimated award date for this potential contract is May 2013.
