- SOURCES SOUGHT/REQUEST FOR INFORMATION (RFI): THIS IS NOT A SOLICITATION or a Request for Proposal (RFP); no award will be made as a result of this request. This request for information is for informational purposes only; all interested parties are encouraged to respond to this RFI electronically. The Government will not pay for information and materials received in response to this RFI and is in no way obligated by the information received. 1.SCOPE. 1.1Background: The mission of the U.S. Army Rapid Equipping Force (REF) is to rapidly increase mission capability while reducing risk to Soldiers and others by equipping operational commanders with off-the-shelf (Government or commercial) solutions or near-term developmental items that can be researched, developed and acquired quickly. The REF is chartered by the Senior Army leadership to provide material solutions to meet these requirements in a significantly reduced timeline compared to traditional Department of Defense acquisition procedures. 1.2The purpose of this RFI is to obtain technical and cost information from manufacturers regarding the availability of a Buffalo Mine Protected Clearance Vehicles (MPCV) Air Digger integrated pressurized water delivery system to remotely interrogate and excavate deep buried subsurface devices. Experience and information obtained from this request for information will be provided to the Army Product Manager, Rapid Equipping Force (REF) who will evaluate the information and feasibility of issuing a procurement action to resolve the stated problem. 2.REQUIREMENTS. 2.1The Army has a requirement for a pressurized water delivery tool for the Buffalo MPCV Air Digger with the following features: 2.1.1Pressure must be supplied by the Buffalo MPCV Air Digger (with no degradation to existing Buffalo MPCV Air Digger systems) 2.1.2Pressure must be equivalent or greater than the existing Air Digger system (150-175 psi) 2.1.3Capable of dispensing pressurized air for an unlimited duration, water (at 32 gallons per minute) and air/water mix (12 gallons per minute) through the delivery system 2.1.4Water delivery wand: 2.1.4.1 Attach to original arm with independent nozzle articulation 2.1.4.2 Must operate independently of the Buffalo's spork 2.1.4.3Cause no degraded function of the existing Spork tool. 2.1.4.4Increase stand off to the interrogation site using a Standard National Pipe Thread (NPT) extension. 2.1.4.5Must withstand striking ground when in operation 2.1.4.6Controls located with the crane control box 2.1.5Water Tank 2.1.5.1Must meet Department of Transportation (DOT) 39 requirements for 225 psi 2.1.5.2Carrying capacity of 80 gallons 2.1.5.3Will not conflict any structures on the current Buffalo MPCV. 2.1.5.4Configured/mounted above the right rear wheels 2.1.5.5Maintain operational mud flaps for tank protection 2.1.5.6Refill manually at the tank 2.1.5.7Refill remotely from the length of the interrogation arm of the Buffalo. 2.1.5.8Breach or failure shall not render any existing system on the Buffalo inoperable. 2.1.6All plumbing/hoses and fittings 2.1.6.1Must be routed internally in the Buffalo (in the hull); Installation cannot breach the armored hull of the Buffalo; Hull access is at the right rear corner of the rear deck 2.1.6.2Minimum restriction inside diameter is inch 2.1.7Power requirements must not exceed five (5) amps at 24v or 10 amps at 12v 2.1.8Must have a gauge on the fill status of the water tank, viewable by both the driver and the arm operator 2.1.9Maximum time to install less than two (2) days. 2.1.10Returnable to original configuration (minimum modification to current platform) 2.1.11No proprietary connections for any component of the system. 2.1.12Production/delivery rate of a minimum 20 systems per month, within 30 days of contract award. 3.DELIVERABLES. 3.1Provide specific information on your company's industrial capability to produce a system that can meet the requirements identified in paragraph two (2) above, or otherwise solves the problem of remotely interrogating and excavating deep buried subsurface devices/items. 3.2Companies who desire to participate in this market survey are encouraged to submit a white paper which supports the company's claim that it presently has the technology, qualifications, and capabilities to satisfy the performance and technical objectives described above. The white paper should discuss the company's ability to develop and/or provide existing technologies to improve soldier protective levels and should provide a rough order of magnitude (ROM) price and its anticipated delivery for the solution proposed. Please only submit information on products that are currently commercially available or products that are in the final stages of development and will be available for demonstration. 3.3 The white paper should also discuss related company experience and include point(s) of contact. The white paper should be prepared in MS Word, limited to ten (10) pages, and submitted electronically to the Contract Specialist, Bonita Zander, bonita.m.zander.civ@mail.mil. 3.4The company shall be responsible for any costs associated with preparing responses to this RFI. All requests for further information must be made in writing or via email; telephone requests for additional information will not be honored. The Government will review RFI submissions as they are received. The Government reserves the right to close this RFI at any time.
