- J&A The Naval Air Warfare Center Aircraft Division, Lakehurst, intends to solicit on a sole source basis to Sikorsky Aircraft Corporation, Stratford, Connecticut, for the design, development and production of ten (10) Support Equipment item, P/N 70700-20910-041 Controllable Searchlight and Test Stand and technical manual for the H-60 aircraft. The Government intends to negotiate this procurement under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1. The Government does not own data, drawings, or other specifications to permit full and open competition. Sikorsky Aircraft Corporation is the sole designer and the Original Equipment Manufacturer (OEM) of H-60 aircraft and associated Peculiar Support Equipment (PSE) and is the only known source to have sufficient technical data to fulfill this requirement. This notice of intent is not a request for competitive proposals. However, all written responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Navy anticipates the award to be a firm fixed price contract.
