Description
The Center for Health Care Contracting located at 2199 Storage street, Suite 68, Fort Sam Houston, Texas 78234-5074 intends to award a sole source Indefinite Delivery Indefinite Quantity (IDIQ) contract with firm-fixed priced contract line items (CLINS) to the University of Texas Health Science Center, San Antonio Texas to provide qualified personnel, services, materials, equipment, supplies and facilities as necessary to provide an extensive Paramedic and Critical Care Course through Educational Instruction to US Army Flight Medics for the purpose of becoming certified Paramedics. This course shall be conducted in the San Antonio, Texas area only. The Paramedic Course shall be accredited by the Committee on Accreditation of Educational Programs for the Emergency Medical Professions (CoAEMSP) or the Commission on Accreditation of Allied Health Education Programs (CAAHEP). Per standards and guidelines set by CAAHEP, the Paramedic Course must be taught by a post-secondary academic institution accredited by an institutional accrediting agency or equivalent that is recognized by the U.S. Department of Education, and must be authorized under applicable law or other acceptable authority to provide a post-secondary program or to approve college credit, which awards a minimum of a certificate at the completion of the program. The course curriculum shall be in accordance with the guidelines set forth by the National Registry of Emergency Medical Technicians (NREMT) and the Board for Critical Care Transport Paramedic Certification (BCCTPC) for the FP-C standard. The course shall be no less than 23 weeks and no more than 26 weeks and should be able to teach at least 20 students. The Critical Care Course shall cover the core content for Critical Care Flight Paramedics as described in the FP-C handbook from the BCCTPC and the International Association of Flight Paramedics Position Statement dated July 2009. The overall length of the course shall be no less than 8 weeks, with two weeks being in a classroom setting and six weeks of clinical rotations in government or non-government health care facilities which possess current accreditations as a Chest Pain Center, Stoke Center, Trauma Center, Burn Center, and/or have a Pediatric Intensive care Unit/Neonatal Intensive Care Unit. This notice of intent is not a request for competitive proposals or a solicitation of offers. However all proposals received before the due date will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A formal solicitation document will not be provided unless it is determined that it is in the best interest of the Government to conduct a competitive procurement. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304 (c)(1) or 41 U.S.C. 253 (c)(1) and Federal Acquisition Regulation (FAR), 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The NAICS Code for this action is 611310. The anticipated award date is 3 Dec 2012, with anticipated performance to start on or about 1 February 2013.
