Description
A synopsis of the proposed action is not required because it is being purchase off of a GSA Federal Supply To provide non-personal services necessary to perform the following: The objective of this requirement is for a follow-on effort of the Design, Construction, & Physical Security Analytical Support for the BRAC Program Office (BPO). The support program provides an in-depth analysis of the technical remediation and modification requirements to efficiently and effectively enhance the protection of Department of Defense (DOD) assets and security interests within the Fort Belvoir Mark Center Campus facility. The support program is also responsible for validating the planning, design and construction management services administered by the United States Army Corps of Engineers (USACE) to ensure all operational, physical security and life safety requirements are executed, as required by the BRAC 133 contractual obligations. The responsibilities of the support program includes, but is not limited to: requirements gathering; program planning; design, cost and schedule analysis; deficiency reports; coordination with building tenants for access into restricted areas; and other support activities as the building owners' representative. The Mark Center was designed and constructed for WHS under a contract awarded and administered by USACE. Since tenant occupancy and use of the Fort Belvoir Mark Center Campus facility, it has become apparent that several operational requirements were not identified or anticipated during the initial design phase. This included the need for dedicated access to telecommunication rooms (TRs) and electrical rooms (ERs), and the application of Americans with Disabilities Act (ADA)-compliant door closures on access/egress to tenant spaces. Additionally, construction of the framing and surrounding walls for the physical security-compliant doors, the fire egress doors, and the exterior entry & egress doors have been found to be inadequate to support the required physical security hardware and door specifications. Substantial latent defects must be addressed. Thus, an unplanned remediation project to address the structural and physical security failures is required to ensure physical security and life safety standards for entry and egress are maintained, and that the security of classified spaces is not compromised. All three activities will ensure classified infrastructure protection, enhance force protection, and life-safety egress requirements are met. USACE is primarily responsible for designing and implementing the changes necessary to enhance physical security at the Mark Center. The support program under this requirement will continue to provide WHS security oversight management on behalf of the tenant security managers for any physical construction in secure spaces and oversight of all other construction to ensure physical security requirements are achieved. By providing oversight management support, the program will ensure that the design intent of operational flexibility within the Mark Center Building is achieved, by allowing for easy accreditation or certification of non-secure space at any time in the future.
