Description
Market Research for Electrical Distribution Preventive Maintenance/Inspection throughout the Orlando VA Medical Center located at 5201 Raymond Street, Orlando, FL 32803. This is a Sources Sought Notice only. This does not constitute a solicitation. The information gathered from this request for information (RFI) is for planning purposes only. The Government is not obligated, nor shall it pay for, any information received from potential sources as a result of this Sources Sought Notice. The purpose of this notice is to identify mandatory sources of supply as required by FAR 8.002 and small business entities capable of performing Semi-Annual Preventive Maintenance and Inspections for the Primary and Secondary Electrical Distribution Switchgear located throughout the Orlando VA Medical Center located at 5201 Raymond Street, Orlando, FL 32803. STATEMENT OF WORK: Electrical Distribution Preventive Maintenance/Inspection The Contractor shall provide all labor, materials, equipment, apparatuses, and supervision to perform Semi-Annual Preventive Maintenance and Inspections for the Primary and Secondary Electrical Distribution Switchgear located throughout the Orlando VA Medical Center located at 5201 Raymond Street, Orlando, FL 32803. Electrical Test/Inspection should also be performed at the OVAMC Lakemont Bldg, 2500 Lakemont Drive, Orlando, FL, 32803, and Test/Inspections shall be performed at the Viera Clinic located at 2600 Veterans Way, Viera, FL 32937. The Preventive Maintenance and Inspections shall be performed during the months of January and July. The Contractor shall inspect and test the following pieces of equipment under the Electrical Testing and maintenance Project: 1.Medium Voltage Automatic Transfer Switches: Contractor shall check for debris free equipment, check interior/exterior of cubicle free of corrosion and rust, check for pitting/burning, and check Arc chutes and phase barriers are clean and free of dust. Check control wiring insulation to be free of dust, cuts, overheating, and workmanship. Check Relays and record settings as found and test the operation of relays. Manually operate the Operating Mechanism, clean and lubricate per manufacturer's recommendations, and apply control voltage test. Check Switch Operation (Normal to Emergency), check generator and transfer switch in automatic, turn off normal power to breaker, and ensure engine start and transfer times are within required parameters. Check Switch Operation (Emergency to Normal) by turning on normal feeder/breaker/switch and check for return to normal power. Contractor shall check all connections for loose or bad connections, and check for any damaged insulators. Test and inspections shall be performed Test and inspections shall be performed on Transfer Switch #1, #2, #3, and #4. a.Contractor shall perform a Thermographic (infrared) Inspection, Thermal Image, and Visual Image. Contractor will record all thermal images, visual images, thermal readings, location, condition and cause, priority level, and any recommended actions. 2.Medium Voltage Multi-way Switches: Contractor shall check for debris free equipment, check interior/exterior of cubicle free of corrosion and rust, check for pitting/burning, and check Arc chutes and phase barriers are clean and free of dust. Check control wiring insulation to be free of dust, cuts, overheating, and workmanship. Check Relays and record settings as found and test the operation of relays. Manually operate any of the Operating Mechanisms, clean and lubricate per manufacturer's recommendations, and apply control voltage test. Contractor shall check all connections for loose or bad connections and for any damaged insulators. Test and inspections shall be performed on Multi Way Switches #1, #2, #3, and #4. a.Contractor shall perform a Thermographic (infrared) Inspection, Thermal Image, and Visual Image. Contractor will record all thermal images, visual images, thermal readings, location, condition and cause, priority level, and any recommended actions. 3.Medium voltage Sectionalizing Switches: Contractor shall check for debris free equipment, clean and lubricate enclosure doors, Operating Mechanisms per Manufacturer's recommendations, cable and buses, and all safety interlocks. Check the enclosure interior/exterior for rust and corrosion, check for rust and corrosion on Operating Mechanisms, cables, buses, and interlock safeties. Check all connections on Operating mechanisms, cables/buses, and interlock safeties. Check control wiring insulation to be free of dust, cuts, overheating, and workmanship. Check Relays and record settings as found and test the operation of relays. Check all insulators for damage. Test and Inspection shall be performed on the North Feeder and South Feeder. a.Contractor shall perform a Thermographic (infrared) Inspection, Thermal Image, and Visual Image. Contractor will record all thermal images, visual images, thermal readings, location, condition and cause, priority level, and any recommended actions. 4.Medium Voltage Oil-Type Transformers (XMFR): Contractor shall check each transformer for the liquid level in transformer tank, Entrance Compartment Liquid Level, check Gaskets and Case Exteriors, Check Exposed Bushings for cracks or chips and cleanliness, and Check for good Ground Connections. Contractor shall check each transformer's Temperature Indicator, Pressure-Vacuum Indicator, and check all Ventilators, Dryers, Gauges, Filters, and other Auxiliaries. Contractor shall perform these test/inspections on Transformer #1, #2, #3, NHCU Transformer, Domiciliary Transformer, Bldg 501 Transformer, Engineering Transformer, and Bldg 504 Transformer. a.Contractor shall perform a Thermographic (infrared) Inspection, Thermal Image, and Visual Image. Contractor will record all thermal images, visual images, thermal readings, location, condition and cause, priority level, and any recommended actions. 5.Low Voltage Switchboards: a.Contractor shall test/inspection Main Breakers, Tie Breakers, and Generators for proper Trip Unit Range and Trip Unit Settings per Manufacturer's recommendations. Perform Insulation and Contact Resistance Tests consisting of a Phase to Phase Test, Phase to Ground Test, and Contact Resistance Test. Perform Over current Test for Long Term Delay and Instantaneous readings. Test and Inspections shall be performed on Bldg 502 Switchboard #1 Main Breaker, Bldg 502 Tie-Breaker, Bldg 500 Switchboard #2 Main Breaker, Bldg 500 Switchboard #3 Main Breaker, Bldg 500 Switchboard #3 Tie-Breaker, Bldg 502 Switchboard EM Generator #3, Bldg 502 Switchboard EM Generator #2, Bldg 502 Switchboard EM Generator #1, Bldg 503 NHCU Switchboard MDP Tie-Breaker, Lakemont Bldg Switchboard EM Generator, and Viera Clinic EM Generator. b.Contractor shall check for debris free equipment, check interior/exterior of cubicle free of corrosion and rust. Check control wiring insulation to be free of dust, cuts, overheating, and workmanship. Check all insulators for damage. Check Relays and record settings as found and test the operation of relays. Manually operate the Operating Mechanism, clean and lubricate per manufacturer's recommendations, and apply control voltage test. Check all fuses/fuse holders if applicable. Check all connections for proper tightness and insulation damage. Perform Insulation Test (Phase to Phase) and perform insulation test (Phase to Ground) and report results. Test/Inspections shall be performed if applicable on Bldg 502 GE Switchboard #1, Bldg 500 GE Switchboard #2, Bldg 500 GE Switchboard #3, Bldg 500 GE Switchboard #4, Bldg 502 GE Switchboard EM, Bldg 500 Switchboard D3EM, Bldg 503 NHCU Square D Switchboard MDP, Bldg 503 NHCU Square D Switchboard NDP-NE, Bldg 503 NHCU Square D Switchboard NDP-SE, Bldg 503 NHCU Square D Switchboard NDP-NW, Bldg 503 NHCU Square D Switchboard NDP-SW, Bldg 503 Square D Switchboard CRDP, Domiciliary Bldg Square D Switchboard MDP, Domiciliary Square D Switchboard MSB, Lakemont Bldg DH1A Switchboard MDP, Lakemont Bldg DH1B Switchboard MDP, Lakemont Bldg DPL2A Distribution Panel, Lakemont Bldg DPL3A Distribution Panel, Lakemont Bldg DPL3B Distribution Panel, Viera Clinic MDP1 Distribution Panel, Viera Clinic MDP2 Distribution Clinic, and Viera Clinic MDP3 Distribution Clinic. c.Contractor shall check each Sub-Panel's interior/exterior to ensure each panel is free of corrosion and rust. Check wiring insulation to be free of dust, cuts, overheating, and workmanship. Check for loose or bad connections on each sub-panel. Check each panel for faulty breakers, unlabeled breakers, and any physical damage. Test/Inspection on Sub-Panels in Bldg 500, 501, 502, 503, 504, 3126, 3128, 3129, 3132, 3133, 3134, Domiciliary Bldg, and Lakemont Bldg located at the Orlando VA site. Test/Inspection shall also be performed on all sub-panels located at the Viera Clinic. d.Contractor shall perform a Thermographic (infrared) Inspection, Thermal Image, and a Visual Image. Contractor will record all thermal images, visual images, thermal readings, location, condition and cause, priority level, and any recommended actions. 6.Low Voltage Automatic Transfer Switches: Contractor shall check for debris free equipment, check interior/exterior of cubicle free of corrosion and rust, check for pitting/burning, and check Arc chutes and phase barriers are clean and free of dust. Check control wiring insulation to be free of dust, cuts, overheating, and workmanship. Check Relays and record settings as found and test the operation of relays. Manually operate any of the Operating Mechanisms, clean and lubricate per manufacturer's recommendations, and apply control voltage test. Check generator and transfer switch in automatic, turn off normal power breaker, and ensure engine start and transfer times are within required parameters. Check Switch Operation from Normal to Emergency, and check Switch Operation from Emergency to Normal. Turn on normal feeder/breaker/switch and check return to normal power. Conduct a Resistance Test (Normal Position) and a Resistance Test (Emergency Position). Contractor shall check all connections for loose or bad connections and insulators for any damage. Test/Inspections shall be performed on Bldg 502 ASCO XFMR SW-A, Bldg 502 ASCO XFMR SW-B, Bldg 502 ASCO XMFR SW-C, Bldg 502 ASCO XTFR SW-D, Bldg 500 ASCO XTFR SW #1, Bldg 500 ASCO XFMR SW #2, Bldg 500 ASCO XMFR SW #3, Bldg 500 ASCO XMFR SW #4, Bldg 500 ASCO XMFR SW #5, Bldg 500 ASCO XMFR SW #6, Bldg 500 ASCO XMFR SW #7, Bldg 500 ASCO XMFR SW #8, Bldg 500 ASCO XMFR SW #9, Bldg 503 NHCU Zenith ATS-CRDP, Bldg 503 NHCU Zenith ATS-LS, Bldg 503 NHCU Zenith ATS-EQ, Domiciliary ASCO XMFR SW #10, Lakemont Bldg ASCO XMFR r SW, Viera Clinic XMFR SW1, Viera Clinic XMFR SW2, and Viera Clinic XMFR SW3. a.Contractor shall perform a Thermographic (infrared) Inspection, Thermal Image, and Visual Image. Contractor will record all thermal images, visual images, thermal readings, location, condition and cause, priority level, and any recommended actions. 7.Low Voltage Dry Transformers: Contractor shall check for debris free equipment, check interior/exterior of cubicle free of corrosion and rust, check for pitting/burning, and check transformers are clean and free of dust. Contractor shall check all connections for loose or bad connections. Contractor shall perform these test/inspections on Dry-Transformers in Bldg 500, 501, 502, 503, 504, Domiciliary, and Lakemont Bldg T1A, T1B, T2A, T2B, T3A, and T3B. Dry Transformers 1-35 shall be Tested/Inspected at the Viera Clinic as well. a.Contractor shall perform a Thermographic (infrared) Inspection, Thermal Image, and Visual Image. Contractor will record all thermal images, visual images, thermal readings, location, condition and cause, priority level, and any recommended actions. 8.Contractor will conduct an Inspection and Thermographic Inspection (infrared) on all motors located at the OVAMC in bldg 502, and M-Deck Mechanical room in Bldg 500. Contractor will conduct an Inspection and Thermographic Inspection (infrared) on all motors located at the Chiller Plant in the Lakemont Bldg, Contractor will conduct an Inspection and Thermographic Inspection (infrared) on all motors located at the Viera Clinic Mechanical room and Chiller room. A thermal image, visual image, thermal readings, location, condition and cause, priority level, and recommended action will be provided for any motors with non-normal readings. 9. Contractor will provide a report of each test/inspection conducted on the Electrical System. Report shall provide all discrepancies, visual images of discrepancies, recommended actions, locations, and Priority level of discrepancies. Provide 3 Copies of results in hard binders to COTR (Scott Reed; Electrical Supervisor). Contractor will contact Scott Reed (Electrical Supervisor) at 321-689-7924 and Stephen Gunter (USRO Supervisor) at 321-231-0009 coordination of Inspection dates. Both Supervisors will coordinate together to ensure the Inspection dates will not affect operations in the Central Energy Plant and Electric Shop, and to ensure the correct amount of personnel are available for the inspection.
