- KC-135 development of a Low Speed (LS) Boom Country Standard Technical Orders (CSTOs) AFLCMC/WKKPA is requesting information pertaining to the availability of experienced KC-135 Boom operations or maintenance candidates to develop CSTOs for the Low Speed Boom for the country of Israel. In Accordance With (IAW) the Performance Work Statement (PWS), the Contractor shall research, analyze, and incorporate technical data changes resulting from boom modifications, TCTOs and other design changes into Israel's applicable KC-135 low speed (LS) boom CSTOs. Further, the contractor shall provide ongoing sustainment support to maintain accuracy and currency of the listed Technical Orders (T.O.s). The Contractor shall be responsible for maintaining accuracy, currency and configuration of T.O.s and source data throughout the contract. Maintenance includes preparation of T.O. and source data updates to incorporate software changes, corrections, equipment configuration changes, and maintenance and operational concept changes. The requirements for the Israel applicable KC-135 low speed (LS) boom CSTOs is as follows: Table 1 CSTOs to developed USAF Technical Order Title 6A3-4-2 Air Refueling Boom Assembly 6A3-4-14 Boom IPB 1C-135-3-1 Structural Repair Instructions 1C-135-3-2 Structural repair Instructions Fuselage 1C-135-36 Structural Nondestructive Inspection Procedures All data to be supplied hereunder shall be in accordance with Government Quality Assurance Program provisions. CSTO data development will follow specifications as determined by MIL-STD-38784, MIL-PRF-38807, and C/KC-135 International Branch when conflicts arise from Mil specification guidance. Full size maintenance manuals shall be developed for 8.5 x 11 in and/or 11 x 17 in paper as required, matching original format. Work cards and Work Unit Code manuals shall be developed for 5 x 8 in paper. CSTO delivery to the United States Government (USG), a paper copy of CSTO with accompanying baseline mark-up documents and Facts and Data Discriminator Sheet (FADD) will be provided to the USG for review. Errors found in the CSTO will be corrected and returned to the USG for approval. Once a single CD is approved, CDs will be provided in the required quantity as specified for the customer in the Exhibits attached to this PWS and two CDs will be provided to the Technical Coordination Group (TCG) in.pdf format. Contractor will be required to have the capability to ship out completed CD's to the FMS customer using appropriate approved distribution process. Inspection and acceptance of the data furnished hereunder shall be performed by the government activity having cognizance over Contractor. All deficiencies will be corrected by the Contractor at no additional expense or delay to the Government. The Government has unlimited rights to all documents/material produced and delivered under this contract. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. The purpose of this effort is to update and maintain the Israel CSTO books required for LS boom maintenance and support to include, wiring diagrams, engineering drawings, incorporate Form 252 changes, and configuration management of CSTO project files in an electronic file structure in source format MS Word and SGML with linked illustrations as applicable. All data bases will be the property of the KC-135 AFLCMC/WKDI Branch.
