- NOTICE: This presolicitation notice has been amended. The solicitation has been released and is available on the Federal Business Opportunity website. Search FedBizOpps.gov (FBO.gov) for the solicitation (no. FA4855-12-R-0009) to download a copy of the complete RFP package necessary to submit a proper proposal to be considered for award. This is a notice for commercial services for the operation of a Contractor-Operated Parts Store (COPARS) at Cannon AFB, NM prepared IAW the format in FAR Subpart 5.207, as supplemented with additional information included in this notice. This announcement is a notice of the solicitation release and proposals are being requested at this time. The solicitation is a Request for Proposal (RFP), no. FA4855-12-R-0009. The solicitation document (attached to this notice) and incorporated provisions and clauses therein are those in effect through Federal Acquisition Circular (FAC) 2005-60. This procurement is a total small business set-aside IAW FAR 19.502-2(b). The applicable NAICS code is 441310 Automotive Parts and Accessories Stores, the small business size standard of which is $14.0M in annual receipts. DESCRIPTION: The 27th Special Operations Logistics Readiness Squadron (27 SOLRS) requires contract support to operate and manage a COPARS to provide automotive parts and accessories in order to support the vehicle fleet and related miscellaneous equipment at Cannon Air Force Base, New Mexico. REQUIREMENTS/PRICE SCHEDULE: Contractor shall provide all necessary labor, tools, equipment, materials, transportation, supervision and all other essentials necessary to successfully manage and operate the COPARS in accordance with the attached solicitation documents, including the Performance Work Statement (PWS) dated 24 September 12. PERIOD OF PERFORMANCE: 1 Dec 12 - 30 Nov 13 with four (4) additional one-year option periods. PLACE OF PERFORMANCE: On-base in Cannon AFB located near Clovis, NM. ADDITIONAL NOTES: In order to be awarded a contract by this office an offeror must be registered in the System for Award Management (SAM). Registration is free and can be made online at www.sam.gov or www.acquisition.gov. Note that you must have a Data Universal Numbering System (DUNS) Number before you can register. Failure to be SAM registered at time of award may delay the award and depending on the need of the government may be cause to award to the next qualified best value offeror already registered. However, do not delay submitting your proposal pending confirmation of registration. Include your DUNS number and CAGE code along with your proposal as proof of active registraction. Ensure your company's Representations and Certifications are current and up to date for this acquisition.
