COLAR Aviation Maintenance and Safety Advisor Bogota, Colombia Issuance Date: 10/09/2012 Closing Date: 11/09/2012 SOLICITATION NUMBER: PSC-12-076-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. POSITION TITLE: COLAR Aviation Maintenance and Safety Advisor 6. MARKET VALUE: $65,413 - $96,061 (FS-03 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 7. PLACE OF PERFORMANCE: Bogota, Colombia 8. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: This position is located to the U.S. Embassy/Narcotics Affairs Section (NAS) in Bogota, Colombia. The position supports all phases of Colombian Army (COLAR) aviation maintenance and safety. The program uses a robust fleet of Department of State (DOS) International Bureau of Narcotics and Law Enforcement (INL) aircraft and a cadre of personnel to support the Colombian National Police (CNP) and military forces. The goal of the counternarcotics (CN) program in Colombia is to curtail of the supply of illegal drugs from Colombia through aerial eradication of illicit crops, interdiction of refining laboratories and trafficking activities, and related law enforcement and military operations. The purpose of this personal services contract position is to provide an Aviation Maintenance and Safety Advisor for follow on support of the bilateral CN aviation program in Colombia. The Advisor will serve as the principal advisor to the COLAR aviation component commander and the NAS Aviation Unit (NAU) Senior Aviation Advisor (SAA) for all matters related to the COLAR aviation program, by providing aviation maintenance and safety expertise, direction and execution oversight in support of US and host nation aviation CN efforts. The Advisor advises/oversees the host nation aviation maintenance [operations, training, and standardization] and safety programs. The Advisor is required to assist in the development, coordination, and implementation of aircraft maintenance and safety policies, procedures and plans in support of CN operations. The Advisor reviews, develops, implements, and/or contributes to a wide variety of plans, policies, and procedures for organizing, maintaining, training, and deploying COLAR aviation assets. The Advisor ensures COLAR aviation maintenance and safety programs continue to adhere to the INL Office of Aviation (INL/A) policies, procedures, regulations and guidelines. Duties and responsibilities 1. Assist the COLAR in directing and coordinating aircraft maintenance standardization, scheduling and logistics support requirements in order to provide a sustained air assault and interdiction operations capability in support of multiple US and Colombian CN programs and objectives at multiple locations throughout Colombia. Assist in ensuring an operational fleet of aircraft is also capable of supporting personnel movement, sustainment, re-armament and re-supply, humanitarian assistance, and medical evacuation (MEDEVAC). 2. Perform oversight, evaluation, and advice of COLAR aviation maintenance programs. This oversight includes, but is not limited to reviewing maintenance techniques, practices and procedures, ensuring published directives are current and adhered to, and recommending alternative maintenance techniques and waivers. Monitors the host nation maintenance test pilot practices and proficiency and oversee the maintenance test pilot standardization program. 3. Provide expertise and assistance in developing and/or refining aircraft maintenance policies, procedures and training programs for enhancing aircraft availability and reliability in support of COLAR aviation operational requirements. These include, but are not limited to, aircraft maintenance techniques, practices and procedures, scheduling, logistics support processes and programs, production control, quality control, and maintenance test flight requirements. 4. Assist in refinement/development, review, coordination, execution, and supervision of the COLAR aviation safety and environmental program[s]. Assist in the development of policies, plans, management, reporting, awareness, and enforcement to assure compliance with COLAR and government of Colombia (GOC) aviation safety and environmental rules, regulations, and standards. Ensure a sound aviation safety program is instituted and managed at all levels to minimize accidents, incidents, and/or loss of life in a harsh combat environment. 5. Act as a senior mentor to COLAR aviation accident investigators. Ensure accident investigations are accomplished appropriately and include all the elements of the accident investigation process to identify pertinent findings and recommendations, implement required changes, and prevent future occurrences. 6. Assist in the coordination and provide/facilitate access to other agencies, which can support COLAR aviation maintenance and safety activities. These elements include, but are not limited to, planning and coordination with US Department of State, Department of Defense, Drug Enforcement Agency, and host nation law enforcement agencies. 7. To the extent possible, ensure COLAR aviation maintenance and safety activities and programs comply with the INL/A policies, procedures, regulations and guidelines. 8. Submit periodic written evaluations of COLAR aviation maintenance and safety activities and programs to the COLAR aviation component commander and NAU SAA. Relationships The Advisor will serve as the principal advisor and report directly to NAU SAA for all matters related to COLAR aviation maintenance and safety. He will work primarily within the COLAR aviation units and be the COLAR aviation component commander's principle advisor and serve as his subject matter expert. Guideline Guidelines include basic legislation, in particular, Chapter 8 of the Foreign Assistance Act (FAA) of 1961; as well as other laws, including other authorities under the FAA, and Related Program Appropriations Act, which appropriates funds for the INL programs; other supplemental appropriation laws, and the DOS Basic Authorities Act, also contain provisions relevant to the programs for which INL has responsibility. Other guidance is derived from INL/A policies, procedures, regulations and guidelines regarding aviation operations, maintenance and safety, OSHA, EPA, and Colombian labor and environmental laws. Complexity 1. Assignments include analysis of all facets of aviation maintenance and safety management and involve a fleet of fixed and rotary wing aircraft, in tactical and transport roles, which function within integrated programs of diverse CN missions. These missions include air assault, interdiction, personnel movement, sustainment, re-armament, and re-supply, humanitarian assistance, MEDEVAC, support of aerial eradication, and aviation training. 2. The Advisor must be an expert in aviation maintenance and safety able to rely on years of experience in the aviation field. The Advisor must be knowledgeable and proficient in aviation maintenance and safety practices and resources and be able to use that experience to effectively guide those practices in a large multi-faceted host nation aviation operation. 3. The Advisor oversees and advises multi-national/multi-cultural training programs, plans, policies, and procedures. The Advisor will coordinate with multiple entities to include high level US Embassy and host nation personnel and make recommendations on the implementation of all facets associated with his expertise. 4. The Advisor performs continuous analysis of interrelated issues of safety, effectiveness, and efficiency pertinent to the COLAR aviation program that will improve mission effectiveness and flight safety to aviation operations in support of the CN mission. Scope and Effectiveness The Advisor will perform broad and extensive assignments related to programs spanning the full range of aviation maintenance and safety in a very dynamic and complex environment supporting a full range of CN missions. Personal Contacts The Advisor will work closely with the INL/A, NAS, NAU, and personnel in other Embassy agencies. The Advisor will maintain a close relationship with the COLAR Air Assault Division commander, his brigade and battalion commanders as well as the pilots and soldiers working inside the advisor's area of expertise. Occasional contact will be made with members of the Colombian National Police and possibly members of the Ministry of Defense. Minimum Qualifications: 1. US citizen and able to obtain/maintain a DOS Secret security and medical clearance. 2. Ten years combined experience in Aviation Maintenance and /or Aviation Safety in a medium to large aviation organization of the US armed forces or a US civilian agency/corporation. 3. Graduate of a DOD Aviation Safety Course or equivalent experience in Aviation Safety. 4. In-depth knowledge of aviation maintenance and logistics support programs, to include maintenance and logistics plans, procedures, and computer based support programs. 5. In-depth knowledge of DOD, FAA, and NTSB standards in the technical field of aviation maintenance, safety, and accident prevention. 6. Ability to read, write, and speak the Spanish language at the technical and conversational level; documentation that demonstrates a minimum DPLT 3/3. Demonstrated strong English communication and writing skills. 7. Proficient in Microsoft Office Suite. 8. Ability to complete the Foreign Service Institute (FSI) Contracting Officer's Representative (COR) course successfully within 90 days arrival at Post. Preferred Qualifications 1. Experience as a military or commercial rotary wing maintenance test pilot. 2. Supervisory experience in Aviation Maintenance or Safety Management. 3. Certification as a FAA Airframe and Power-plant mechanic or DOD equivalent with experience in rotary wing aircraft. 4. Experience in aircraft maintenance as a quality control/production control supervisor in either a large military or civilian aviation program. 5. Possession of a current US FAA Commercial Pilot Certificate Rotorcraft, Helicopter Instrument and/or Airplane, Single/Multi-Engine Land with Instrument rating. 6. In depth knowledge of INL/A policies, procedures, regulations and guidelines. 7. Basic knowledge of tactical employment of rotary wing aircraft, including capabilities, limitations, and techniques of employment. Evaluation Criteria Factor 1 Planning & Organization (35 Points) Demonstrated ability to plan, organize, and implement an aviation maintenance and safety program. Factor 2 Coordination (25 Points) Demonstrated ability in identifying maintenance and safety problem areas, and ensuring these factors are articulated clearly and tracked for correction through to completion, and the ability to articulate and work with entities of non-US nationality. Factor 3 Oversight (15 Points) Demonstrated ability to oversee a major aviation support program and file evaluation reports on program progress or lack thereof. Factor 4 Management (15 points) Demonstrated experience in aviation program management practices, knowledge and use of regulations and guidelines, budget development, and monitoring. Factor 5 Past Performance (10 points) Past performance of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all previous professional evaluation information available at the time of evaluation, which is provided by applicant or obtained from other sources. Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quoters must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors", or otherwise objectively performing their contractual duties upon contract award.
