Description
This contract action was accomplished using other than competitive procedures because the procurement is awarded to a sole source under the Test Program for Certain Commercial Items (FAR 13.5). See posted J&A for further information. PRIORITY 3 ACQUISITION MEMORANDUM FOR RECORD FOR OTHER THAN FULL AND OPEN COMPETITION BELOW THE SIMPLIFIED ACQUISITION THRESHOLD 1. Contracting Agency:Southern Regional Contracting Office-West, Brooke Army Medical Center (BAMC), Fort Sam Housotn, TX 78234 2. Description of Action: Urgent procurement of Infusion Pumps needed for Chemo Therapy Patients. 3. Description of Products/Services: The requirement is to purchase CADD Ambulatory Infusion Pumps. The Infusion pump is used for chemotherapy to include the infusion pump, single use 50/100ml pump pouch, 2AA alkaline batteries, non-sterile demo cassette, carrying case, operator's manual, patient information booklet. 4. Authority Cited: -Pursuant to FAR Part 13.106-1(b)(1), Soliciting competition. For purchases not exceeding the simplified acquisition threshold, contacting officer may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonalbly available (e.g.urgency). -Pursuant to FAR Part 5.202(a)(2), Exceptions. The unusual and compelling requirement will not be advertised. -Pursuant to FAR Part 13.106(c)(1), Soliciting competition. Price and availability will be obtained telephonically. 5. Reason for Cited Authority: The above statutory authority is cited because this is a true, urgent request that has been verified by Darlena rivera on 25 Sep 2012. The Infusion Pumps must be received for colorectal cancer. If the physician does not have these infusion pumps for treatment, it could be detrimental to the patient's life as well as the hospital's overall medical mission. 6.
