Description
This is the synopsis for the Environmental Services Assistance Team (ESAT) Region 3 solicitation. This synopsis represents one of ten solicitations for the class of ESAT contracts. The purpose of this acquisition is to obtain contractor services to provide technical, analytical and quality assurance (QA) support, primarily to the U.S. Environmental Protection Agency (EPA) Superfund Program, other EPA programs, Federal and state agencies, and tribal organizations to facilitate identification, assessment, regulation, and remediation of environmental hazards which may pose a threat to human health or the environment. The Contractor shall provide analytical chemistry, biological, and field sampling and analytical support to EPA on-site at the Agency's regional laboratory facilities and at specified field locations using one or more EPA furnished mobile laboratories and/or field instrumentation. The anticipated duration of this contract will consist of a Base Period of three years, an Option Period of two years, and an Award Term of two years for a total of seven years. The anticipated contract type will be indefinite-delivery indefinite-quantity (IDIQ) with work to be ordered through the issuance of task orders on either a time-and-materials (T&M) or firm-fixed-price (FFP) basis. This acquisition will not be set-aside and will be conducted on a full and open basis using FAR Part 15 procedures. All responsible sources may submit a proposal which shall be considered by the Agency. There are conflict of interest (COI) limitations associated with this acquisition. The solicitation is expected to be released on or around November 1, 2012.
