- The Department of the Interior; Interior Business Center, Acquisitions Service Directorate on behalf of the Office of Aviation Services, and the National Park Services, Hawaii intends to solicit for on-call Helicopter flight services as follows: DESCRIPTION This is a Pre-Solicitation Notice Only. The Department of the Interior has a requirement for flight services using contractor-operated and maintained light helicopter flight services in support of natural resource missions. Contractor services include provisions of a helicopter, personnel, and all other associated equipment, as prescribed in this solicitation. Missions will include, but are not limited to interagency fire management program support such as fire suppression, fire monitoring, initial attack, prescribed fire and aerial ignition, rehabilitation seeding, search and rescue, Aerial Capture, Eradication and Tagging of Animals (ACETA), Overwater, platform and Vessel Landings, and law enforcement limited to non-threatening surveillance and other administrative and related natural resource activities. The Government will direct aircraft to support its missions and objectives. Aircraft furnished under this contract shall maintain the following certifications; A Federal Aviation Administration (FAA) Air Carrier or Operating Certificate which authorizes the Contractor to operate in the category and class of aircraft and under flight conditions required by this contract. A Title 14 of the Code of Federal Regulations (CFR) Part 135 Air Carrier Certificate. The aircraft must be carried on the list required by 14 CFR Part 135.63 or Operations Specifications Part D, 'Aircraft Listing,' as appropriate. A 14 CFR Part 133 'Rotorcraft External Load Operations' Certificate which authorizes Class B loads, as a minimum. A 14 CFR Part 137 'Agricultural Aircraft Operations' Certificate. The anticipated contract period will be for one year beginning May 20th, 2012, with two, one-year options. The contract period is projected to begin February 28, 2013 for one year, with 3 one year options. The anticipated issue date of the solicitation is December 4, 2012 with a projected closing date of January 7, 2013. It will be a requirement that the successful awardees be registered in the System for Award Management (SAM) at www.sam.gov. The solicitation will be posted here as well as http://amd.nbc.gov under 'Current Solicitations' under Business Opportunities. This solicitation is being acquired set aside for small business.
