Description
Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) Acquisition intends to acquire engineering services for the equivalent of full-time maintenance services for Anti-Terrorism/Force Protection (AT/FP) Ashore Systems and associated equipment. The prospective scope includes centralized comprehensive Life Cycle Sustainment of the AT/FP Ashore Systems/equipment. A system includes all of the hardware, firmware, and cabling or other signal/data transmission sub-systems necessary for the system to function as intended. Sustainment is defined as all work and costs associated with maintaining and repairing systems/equipment, specified software and material as necessary to enable the System to perform as specified. Major work elements for this effort include: Sustainment of existing AT/FP Ashore Projects in Life Cycle to include hardware/associated firmware via corrective and Preventive Maintenance, including the repair and/or replacement of existing systems/equipment to include associated firmware and repair and/or replacement of specific software requirements to maintain an Operational Availability (Ao), Maintaining interoperability of components and systems, Service Call Management to provide end to end Life Cycle sustainment support, sustainment of Post Award installation of new AT/FP Ashore systems/equipment, Purchase of software and licenses, managing software licenses and performing renewals as necessary, and Information Assurance (IA) requirements for Regional Dispatch Centers (RDCs). The proposed contract listed here is unrestricted. The Government will accept offers from all prospective contractors. NAVFAC EXWC Acquisition ™s intent is to issue a firm-fixed price (FFP) contract in accordance with FAR Part 15 (Contracting By Negotiation) procedures. The contract term will be a base period of one year plus two option years. The solicitation will be made available electronically at www.neco.navy.mil on or around October 26, 2012. The applicable NAICS code is 561621. The applicable solicitation number is N39430-13-R-1201. A pre proposal conference will be scheduled for mid-November. The dates will be detailed in the solicitation. This notice does NOT constitute a request for proposal. Questions concerning this requirement should be submitted only after reading the entire solicitation which includes the detailed specifications.
