Under the National Contingency Plan for Response to Oil and Hazardous Substances (NCP), EPA and the USCG are co-chair Regional Response Teams (RRTs) in Oceania (including HI, American Samoa, Guam and the Commonwealth of Northern Marianas Islands) and the mainland (including CA, NV, and AZ). Work for this procurement may also include the Pacific Northwest (OR, WA, and AK). Through the RRTs, the USCG and EPA work together to address the needs of Federal, State and local entities in responding to large-scale environmental problems specifically involving oil and hazardous substances. The procurement will be awarded in accordance with Federal Acquisition Regulation (FAR) Part 15 procedures. The Request For Proposals (RFP) will be issued and posted with the necessary instructions.
