- Description
- The National Geospatial-Intelligence Agency (NGA)/Expeditionary Operations Office (MSD) is issuing a Request for Proposal (RFP) to acquire logistical support for NGA personnel in both deployed and crisis environments. The period of performance will be one base year with four one-year option periods. This procurement is a 100% Small Business Set-aside. It will be a competitive source-selection acquisition utilizing FAR Part 15 and will result in a single award. The North American Industry Classification System (NAICS) code for the acquisition is 561210, "Facilities Support Services", with a small business size standard of $35.5 million. All Offeror's must be registered as a Small Business under the above NAICS code at time of proposal submission. In accordance with Section I, Clause 52.219-14, "Limitation on Subcontracting", at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern (prime contractor). The Request for Proposal (RFP) shall be posted on the Unclassified IC ARC on Friday, 5 October 2012. All interested parties may view and submit proposals at the Unclassified IC-ARC Website at URL: https://arc.westfields.net under DLS2 tab. Proposals submitted must be valid for 180 days from receipt by the Government. Offerors may submit questions and requests for clarifications concerning this RFP via the Intelligence Community - Acquisition Research Center (IC-ARC) Website at URL: https://arc.westfields.net. Comments and questions will only be accepted via the ARC and should be clearly associated with specific sections and/or paragraphs of the RFP. Questions and/or comments shall all be UNCLASSIFIED. The Government will entertain questions on a case by case basis. Responses to questions will be posted on the IC-ARC for all respondents to view. The identity of the requesting organization will be withheld. The deadline for submitting questions is 9 October 2012, Not Later Than (NLT) 12:00PM Eastern Daylight Time (EDT). The proposals shall be submitted in accordance with Section L.10.4 of the RFP and no later than 4:00pm Eastern Standard Time on 5 November 2012. Faxed offers will not be considered. Proposals submitted after the time and date specified for receipt of the RFP will be considered LATE in accordance with FAR 52.215-1, Instructions to Offerors - Competitive Acquisition.
