Description
The Department of State (DOS), Bureau of Diplomatic Security (DS), Office of Security Technology (ST), Personnel Tracking and Locator (PTL) Section has a requirement for a qualified PTL system. The Contractor shall be required to deliver three systems designated and utilized in the following capacities: 1) Production Server, 2) Back-up Server, and 3) Test Server (i.e., (Gold Standard) verification, certification and authorization (C&A)). The PTL system shall be device agnostic and capable of ingesting data from currently deployed devices to include PECOS-based or Commercial Iridium, Global Star based devices, and cellular devices and have the ability to ingest future next generation devices. The PTL system shall aggregate the data collected and distribute it to various front end user systems, and provide a default display capability. The PTL system selected will replace the current nine year old system that supports PTL operations both domestically and overseas. The Contractor shall provide engineering and technical services to include system installation, and operational validation. The Contractor shall also provide operations maintenance, technical support, and sustainment services required to support a 24x7x365/6 DOS activities worldwide. The Government will provide the systems, facility and communication lines for the PTL operation. The period of performance is one base year and four one-year option periods. All contracted personnel shall be required to possess a Top Secret SCI clearance prior to performing services under this contract. The Government plans to post the solicitation in this site on or about October 16, 2012. No paper copies will be mailed. Once the solicitation announcement closes on FedBizOpps, the Offerors will have approximately thirty (30) days to submit proposals. All dates are subject to change and Offerors will be notified. The Question and Answer (Q&A) period opens with the posting of the solicitation and shall close per the instructions contained in Section L. The solicitation, when finalized, will be available on the Internet at www.fedbizopps.gov. All announcements and amendments made to the solicitation will be posted at www.fedbizopps.gov.
