- This request for information (RFI) is an effort to conduct market research for the use in formulating a procurement plan/strategy to procure Civilian Leadership Courses for the Lejeune Leadership Institute, (LLI), Marine Corps University (MCU), Quantico, VA. This RFI allows potential contractors to submit a non-binding statement of interest and documentation demonstrating their corporate capabilities and suggestions that assess industry service capabilities and solicit feedback for acquisition planning purposes. The Regional Contracting Office, National Capital Region (RCO-NCR) is requesting responses from qualified business concerns. The qualifying NAICS code for this effort is 611710. The mission of the Lejeune Leadership Institute (LLI) Educational Services is to provide leadership development of Civilian Marines. In support of this mission, LLI is tasked with providing leadership development courses for civilian employees from entry level to senior level positions (General Schedule (GS) Grades 4 through 15). Courses shall provide residential training development work experiences, needs assessment, and support the Office of Personnel Management (OPM) and organizational competencies deemed necessary to develop more effective leaders and support the mission of the Marine Corps Civilian Development Leadership Program (MCCDLP). Course curriculums must be based on the Office of Personnel Management's (OPM) Leadership Effective Framework which is the current model for effective leadership and managerial performance which contains twenty-seven leadership competencies, grouped into five clusters and based on similarities of importance and content. This single set of leadership competencies are applicable to all levels of supervision and management within the federal government. The degree to which various competencies are critical for effective performance, however, is directly related to the specific leadership roles and nature of the work performed. The competencies are based on OPM Executive Core Qualifications (ECQ) which are Leading Change, Leading People, Results Driven, Business Acumen and Building Coalitions. Curriculum shall provide the civilian employee with a better understanding of the federal government and federal government terminologies and be offered in four (4) training curriculum courses. The LLI requires contractor support with the capability to provide the following four (4) areas of training: 1) GS-4 through GS-6 for entry level and non-supervisory employees. The expected timeframe the student must complete this training is two (2) months and includes two (2) Week Sessions: Orientation and Skill Building: Foundations of Leadership, Communication Skills, Self-Direction, Professional Etiquette, Interpersonal Skills, Career Management (Week 1); and Professional Development and Closeout (Oral Communication, Public Service Motivation, Transferring Skills to the Workplace and Continual Learning (Week 2). 2) GS-7 through GS-11 is for employees with little or no supervisory experience. The expected timeframe that the student must complete this training is six (6) months. Training shall include Assessment (Leadership Effectiveness Inventory) Myers-Briggs Type Indicator Assessment, Individual Development, Personal Development Action Plan (PDAP), Experiential Learning, Core Classroom Curriculum (Conflict Management, Customer Service, Decisiveness). 3) GS-11 through 13 is for employees with little or no supervisory experience. The expected timeframe the student must complete this training is nine (9) months. Training shall include Orientation session, Leadership Training session, Individual Needs Assessments, Leadership Development Plan, Leadership Development Team Activity, Developmental Work Assignments, Shadowing Assignment, Executive Interviews, Leadership Readings, Program Impact Paper, Mentor, Community Service. 4) GS-13 through 15 is for developing senior level employees into more effective leaders. The expected timeframe the student must complete this training is twelve months. Training shall include Leadership Effectiveness Inventory, Executive Core Qualifications, Action Learning Teams/Projects, Residential Sessions, Developmental Assignments, Benchmarking. The curriculums shall be based on federal agency expectations to ensure they provide identifiable skills, experiences and exposure that enable employees to progress to higher government career levels. INSTRUCTIONS: Responses to this RFI shall not exceed 10 pages, including cover letter, discussion and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives stated above; (2) labor rates or Class rates used by respondents for similar services; (3) Link to the respondent's General Service Administration (GSA) schedule, or attached file of same, if applicable; (4) Three customer citations of any current or past performance related to the objectives (i.e. within the past two (2) years) to include contract number, point of contact telephone number or e-mail address; and (5) other material relevant to establishing core competencies of the firm. Please identify Large/Small Business size status along with a point of contact, phone number, fax number, e-mail address, business size, taxpayer identification number, DUNS Number, and CAGE Code. Response is due by 10:00 AM, EST on 17 October 2012. No solicitation documents exist at this time. The Marine Corps is neither seeking proposals nor accepting unsolicited proposals and responses to this notice cannot be as accepted as offers. Any information the vendor considers proprietary should be clearly marked as such. The U.S. Government will not pay for any information or administrative costs incurred in response to this RFI.
