Description
I. OVERVIEW: THIS IS A PRE-SOLICITATION NOTICE. THIS NOTICE IS FOR INFORMATION PURPOSES ONLY AND NO RESPONSE IS NEEDED AT THIS TIME. The Bureau of Engraving and Printing (BEP) is providing notification of its requirement to obtain specialized currency and other security inks (herein inks) that are manufactured to meet BEP specifications to include but not limited to Dry Offset Inks, Infrared-Transparent Intaglio Inks, and Metallic Inks. These inks will be used in the manufacture of United States paper currency at the Bureau of Engraving and Printing (BEP) in the Eastern Currency Facility (ECF) in Washington, DC and the Western Currency Facility (WCF) in Fort Worth, TX. The Government may elect to award a single contract or multiple contracts to one or more offerors respectively offering the greatest value to the Government. The Government anticipates that the resulting contract(s) will be Indefinite Delivery/Indefinite Quantity contract(s) with fixed price line items. The period of performance will be five (5) years. The anticipated period of performance is May 1, 2013 through April 30, 2018. The solicitation may provide various award scenarios. The combined facilities estimated quantities for the period of performance is a combined estimate of 7,244,037 lbs of ink. It is anticipated that material samples will be required with the submission of a proposal. For example, as currently anticipated each offeror will be required to submit an eighteen (18) pound sample (one pail) of the proposed ink for BEP stock item no. 1I001344, 1I001357T and 1I001390 and an additional four (4) ounce representative sample; one forty-five (45) pound sample (one pail) and one four (4) ounce sample of the proposed ink for BEP Stock item number 1I001369; and a 2,400-pound sample (4 drums) of the proposed ink for BEP Stock item number 1I00286. The solicitation will contain instructions on the submission of a material sample. It is anticipated that the solicitation will be issued on or around October 22, 2012 and issued as full and open competition without restriction. All responsible sources may submit an offer which will be considered by the Agency. A forty five (45) day solicitation response time is planned. The NAICS code is 325910 with the corresponding small business size standard of 500 employees. Interested offerors are encouraged to register for FedBizOpps electronic notification for issuance of the solicitation, amendments, and/or changes to this notice.
