- 1.0 SUBJECT. Request for Information and Sources Sought inquiry for market research purposes ONLY. Responses are due by 2:00 pm HST on 19 October 2012. 2.0 DESCRIPTION. The Government is seeking information from industry that will assist in a strategic planning initiative associated with USPACOM Education Services at various locations within the Pacific Theater. Specifically this RFI seeks the following information: Identification of sources and interested parties; questionnaire associated with education services. 3.0 REQUIREMENTS. Provide accredited college instruction leading to award of undergraduate and graduate degrees at overseas military installations within the USPACOM region to include but not limited to Mainland Japan, Okinawa, Korea, Guam, and Australia. The Institution providing educational services leading to the awarding of degrees shall be regionally accredited by an agency recognized by the U.S. Department of Education. A non-accredited institution or organization cannot claim accredited status solely because of an affiliation or arrangement with an accredited institution. Only regionally accredited institutions may provide educational services. The services, supplies, and support shall be consistent with home campus support. Provide institutionally related advisement, administrative/clerical support services for the program, deliver instruction in the programs, assess first time college students and implement a system to determine appropriate academic placement. Library Support. Ensure students have access to the resources that meet both the contractor's standards and the accreditation standards for the subject courses offered. This shall include access to home campus library system, electronic databases and librarian services at a distance. The contractor shall meet this requirement by placing academic reference materials in local libraries and/or through incorporating the Internet and other emerging technologies. Community Services Courses. May offer free or minimal cost non-credit community services courses, lectures, seminars or workshops without modification of this contract when approved by the local ESO prior to any commitment by the contractor. Tuition Assistance (TA). Use the applicable TA management processes as outlined by the US Army, US Air Force, US Marine Corps, and US Navy services policies. National Test Center (NTC). The contractor awarded the Lower Level Division College Programs shall provide National Test Center service to include College Level Examination Program (CLEP) Electronic Computer Based Testing (eCBT), Prometric's internet based testing DANTES Subject Standardized Tests (IBT DSSTs), Pearson Vue on-line examinations, and DANTES funded electronic exams to eligible military and civilian examinees, and on a space-available basis, to all other examinees, with approval from the appropriate Education Services Officer/Navy Campus Director and installation commander. The contractor awarded the Undergraduate Lower Level program shall provide electronic testing services to students enrolled in distance education courses with non-contracted colleges and universities on a space available basis. National Test Center service shall be provided at the following locations mutually agreed upon with the Government: Air Force: Andersen AFB, Kadena AB, Kunsan AB, Misawa AB, Osan AB, Yokota AB Navy: Atsugi NAF, Sasebo NB, Yokosuka NB, Guam NB Army: Camp Zama, USAG-Yongsan, Camp Casey, Camp Carroll, USAG-Daegu Marines: MCAS Iwakuni, Camp Foster, Camp Hansen Additional locations may require services in the future. 4.0 DISCLAIMER. This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. 5.0 CONTACT INFORMATION. Provide the name and address of your firm, main campus address, and point of contact (position title, telephone number and email address(es)). Please provide answers to the following: 1. Identify your business size and classification (small, small-disadvantaged, SBA Certified 8(a), etc.). 2. Does your organization have experience working with military students? If so, what kind? 3. Number of years teaching and managing educational programs in the Pacific theater. 4. Does your firm have the ability to work anywhere outside the Continental United States? 5. Are there any limitations as to where you can work? If so, indicate the limitation(s). 6. Do educational institutions have contracts with non-government agencies? 7. Does your organization have contracts with a limited period of performance and/or contain option periods? If so, what is the number of years? 8. Do you think the period of performance is a factor that will affect (increase/decrease) competition? 9. What is your recommendation for the period of performance? 10. Are tuition rates based on state laws or determined internally by your academic institution? 11. What is your policy regarding tuition rates, residency requirements, and different campus locations and how does it compare to other academic institutions? 12. What is your policy regarding transfer of credits compared to other academic institutions? 13. If awarded undergraduate program, could your business provide High School and Academic Skills when requested by the Government? 14. If Government adds requirements at a new location, what is your policy for providing services at the new site? How does this compare with industry practice? 15. Does your institution maintain a Quality Control Plan?
