Description
NASA/GSFC has a requirement for a new Load-Locked Sputtering Deposition System. The Load-Locked Sputtering Deposition System is one of the key enabling technologies for device processing and allows high vacuum processing of wafers in all sizes up to 6' with a short pumping time. This will help to alleviate one of.the processing 'bottle-necks' in the Detector Development Laboratory. The Supplier will insure that the Load-Locked Sputtering Deposition System is equipped with the following equipment and meet the following requirements prior to Acceptance of System. Technical specifications are linked above or may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. ] This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. All contractual and technical questions must be submitted in writing via e-mail to wanda.b.moore@nasa.gov no later than COB October 18, 2012. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). The due date for receipt of offers is October 22, 2012. Oral communications ARE NOT acceptable in response to this notice. FAX or E-Mail any inquiries to the identified point of contact. This synopsis shall not be construed as a commitment by the Government, nor will the Government pay for the information solicited. Selection and award will be made to the quoter whose offer the best value to the Government, (See FAR 2.101, Best Value), with consideration given to the factors of technical merit, price, and past performance. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. Offerors shall provide the information required by FAR 52.212-1 (FEB 2012), Instructions to Offerors-Commercial items, which is incorporated by reference. If the end product (s) offered is other than domestic end product (s) as defined in the clause entitled Buy American ActSupplies, the offeror shall so state and shall list the country of origin.
