- Joint Venture Agreement - Attachment VI Past Performance Experience form - Attachment V Past Performance Survey - Attachment IV Offer Submission Package - Attachment III Wage Determinations - Attachment II Performance Work Statement - Attachment I Final Solicitation Defense Logistics Agency (DLA) Energy anticipates issuing an RFP within the next 60 to 90 days for Government-Owned, Contractor-Operated (GOCO) services for operation and maintenance of aviation and ground fuel bulk storage on the following Air Force (AF) installations: Beale AFB, CA; Travis AFB, CA; Cannon AFB, NM; Holloman AFB, NM; Davis-Monthan AFB, AZ; and Luke AFB, AZ. DLA-Energy will award separate contracts for each installation mentioned. Services include providing all technical support, personnel, supervision, equipment, tools, materials and other items and services as required on behalf of DLA-Energy in support of the Department of Air Force fuel storage facilities. The Contractor's responsibility under the resulting contract will be to operate and maintain bulk storage facility to ensure safe and accurate receipt, storage, transfer, and issue of petroleum products under their control. The contractor will not be required to perform alongside aircraft refueling, truck deliveries, handling cryogenics, operating automated service stations, or other unrelated tasks not specified in the Performance Work Statement. Lowest Price Technically Acceptable Source Selection Procedures will be used to evaluate offers. The expected period of performance is November 1, 2013 through November 1, 2018 (5 years). A preproposal conference will be conducted at DLA Energy, while site visits will be conducted at each installation. Registration requirements, location, date and time of the conference and site visits will be included RFP. This acquisition will be set-aside for 100% Small Business participation; NAICS: 493190. A final solicitation and attachments for SP0600-13-R-0501 is issued. One pre-proposal conference for all locations listed under this solicitation will be held at Cannon AFB, NM on November 05, 2012 at 0900 hours. A site visit for this location is to follow immediately after the conference.
