Description
This solicitation is being re-posted for one day only. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is W91YTZ-12-Q-0001 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-43. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 500 employees. This solicitation is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The North Atlantic Regional Contracting Office (NARCO), Fort Eustis Cell would like to procure a Brand Name or Equal to the Sysmex XT4000, hematology analyzer. The hematology analyzer is used for in-depth analysis of cells. The analyzer will enhance the data for the metabolic analysis of samples collected for the biennial protocol. The vendor will supply all reagents, controls and consumables for hematology Complete Blood Count (CBC) parameters according to the delivery schedule (Standing Orders). Vendor is requested to provide reagent lots with maximum available expiration dating. In addition, vendor will provide training, technical support and preventive maintenance (min 2 times per year). Clearly define what services are involved in preventive maintenance. Delivery, transportation and removal of equipment will be provided at no extra charge. Delivery Terms shall be clearly stated in your bid and shall be shown in terms of days or weeks after the receipt of the award. (i.e. 4 weeks ARO). In accordance with FAR Clause 52.247-34, FOB Destination; Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. EVALUATION OF QUOTATIONS/OFFERS: Quotes/offers will be evaluated IAW FAR 13.106. Award will be made to the responsible offeror whose offer represents the best value. "Best value" means the expected outcome of the acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement. The following factors shall be used to evaluate offers: 1. Technically acceptable in conformance to the requirements of the solicitation. 2. Low overall price. Quotes shall be submitted as Firm-Fixed Price. Any CLINs with no charge shall be indicated as such. Quotes must be signed, dated and submitted by 05 Oct 12, 2:00 p.m. EST. LATE OFFERS: Offerors are reminded that an e mail or fax transmission of quote/offer will not constitute a timely submission of quote/offer unless it is received by the government prior to the closing date and time.
