- SOURCES SOUGHT NOTICE NAVSUP Fleet Logistics Center San Diego (FLCSD) is seeking qualified Small Businesses (S/B) sources that have capability to provide a mobile service to provide safety shoes for employees of Fleet Readiness Center Southwest (FRCSW) and three off-site locations; Camp Pendleton, CA; Yuma, AZ; Lemoore, CA. The Navy would like to enter into a 4 year (base year plus 3 option years) indefinite delivery indefinite quantity (IDQ) contract. The intent is to have a contractor drive to FRCSW every other Wednesday from 1130-1230 to provide safety shoes. The safety shoes must meet the American National Safety Institute (ANSI) minimum compression and impact performance standards; American Society of Testing Materials International's (ASTM) F 2412-05, Standard Test Methods for Foot Protection, and F 2413-05, Standard Specification for Performance Requirements for Foot Protection. Succeed endeavors The contractor shall provide trained, knowledgeable personnel to man the vehicle and assist the Government employees in selecting the proper footwear. It is the Government ™s intent to provide 15 days notice for the contractor to deliver shoes to the three off-site locations; Camp Pendleton, CA; Yuma, AZ; Lemoore, CA. The delivery/mobile service fee shall be priced into the unit price of the footwear. The salient characteristics for the boots required are as follows (not all boots require all the salient characteristics): removable cushion sole, genuine leather, electrical hazard rated, ANSI/ASTM Steel toe, available in wide widths, slip resistant soles, moisture wicking lining, shock absorbing. For the purposes of this sources sought notice, the Government would like to indentify safety footwear that meet the referenced safety standards, are compliant with the Berry Amendment and Buy American Act. This means the Navy is looking for safety shoes are made in the United States. And the Navy is looking for sources that can provide this type of mobile shoe delivery to NASNI and the three off-sites. In addition vendors are encouraged to provide industry best practices, standards, or advice that would facilitate the execution of this requirement, while leveraging commercial practices already available. This procurement is anticipated to be a firm fixed price (FFP) and NAVSUP FLCSD anticipates issuing a solicitation for one (1) base year and two (3) one-year option periods for a total Period of Performance of three (4) years. The North American Industry Classification (NAICS) Code is 316210 and the Small Business Size Standard is 500 employees, the FSC is 8430. The DRAFT Performance Work Statement will be posted at a later date. The purpose of this Sources Sought Notice is to locate and identify qualified S/B sources to determine if sources exist for S/B set aside. Interested S/B firms are invited to respond to this sources sought announcement by demonstrating Technical Capabilities (not to exceed five (5) pages not inclusive of the cover page) that summarizes relevant experience, knowledge, and best practices consistent with the effort described above. Respondents shall provide information related to contracts where the respondent was involved at a comparable level of effort. In addition, interested S/B firms are invited to respond to this sources sought announcement by providing the following: (1) name and address of applicant (corporate/principal office); (2) name, telephone and email address of point of contact; (3) NAICS and Cage Code; (4) contractor ™s technical capabilities statement; and (5) The contractor ™s technical capability or potential approach to achieving technical ability to perform at least 51% of the cost with its own employees. A determination as to whether this acquisition will be a set-aside for S/B will be based upon responses to this notice. Interested firms are requested to submit information statement electronically by 2:00 p.m. PST on 25 October 2012 to the POC e-mail-address listed. Availability of any formal solicitation will be announced separately. This is NOT a request for proposal (RFP), invitation for bid (IFB), or an announcement of a solicitation as no solicitation package exists at this time. The request is for informal purposes only. No cost data should be submitted. The Government will not pay for any materials provided in response to this notice or any follow-up information requests. Submittal will not be returned to the sender. Respondents will not be notified of the results of the evaluation. NAVSUP FLCSD will utilize the information for technical and acquisition planning only.
