Description
The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, on behalf of Office of Marine and Aviation Operations (OMAO), is soliciting sealed bids for dockside repairs to NOAA Ship NANCY FOSTER. The NANCY FOSTER is 186 feet long overall, and her home port is Charleston, SC. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: General Requirements; Annual Fire Fighting System Certification; Miscellaneous Steel Repairs; Bridge HVAC Modification; Annual Life Raft Certification; Main Reduction Gear Overhaul; Gauge Calibration; Piping Renewals and Modifications; Stability Test. OPTION ITEMS: Computer Lab HVAC Modification; Bridge Decking Renewal; Ventilation Cleaning. The solicitation will include a liquidated damages clause, as well as a requirement for bid, performance, and payment bonds. The performance period will be 45 calendar days, with a start date on approximately December 1, 2012 and a completion date on approximately January 14, 2013. The place and date for an inspection of the ship is November 6, 2012 at 10:00 A.M. (local time), at US Coast Guard pier "PAPA", in the former Charleston Naval Station. Appointments and arrangements for attending the ship inspection can be made by contacting the Port Engineer at 843-297-3426 or by email at Jamie.A.Lecompte@noaa.gov. Contact information for personnel attending the ship inspection must be provided to the Port Engineer for access to the Charleston Marine Support Facility. This procurement is being issued on an unrestricted basis. The applicable NAICS code is 336611, which has a corresponding size standard of 1,000 employees. The acquisition will be issued as an Invitation for Bids (IFB) in accordance with FAR Part 14; the IFB will be issued on or about October 19, 2012 with bids due on or about November 19, 2012. The anticipated award date is approximately November 26, 2012. The Government anticipates awarding a firm fixed price contract to the responsible contractor whose bid is the lowest priced, responsive bid. The IFB will be issued via electronic posting on the Federal Business Opportunity (FEDBIZOPPS) web page www.fedbizopps.gov. Hard copies of the IFB will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the IFB, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fedbizopps.gov with the IFB. Prospective offerors who are interested in submitting a bid for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis is posted). Bidders must be registered in the System for Award Management (SAM) database at www.sam.gov/portal/public/SAM; bidders must also obtain a Data Universal Numbering System (DUNS) number and provide it with the bid.
