Description
The National Transportation Safety Board (NTSB) has issued one (1) labor hours type contract to Bara Infoware, Inc. for FOIA Support Services for one base year and 4 option years for a total period of performance of up to five (5) years. The place of performance will be at the NTSB Headquarters location at 490 L'Enfant Plaza East, SW, Washington, DC 20594. The solicitation was issued and competed as a total small business set aside. Use of a labor hours-type contract is recommended because, through market research, and the evaluation of proposals, the NTSB has identified that Contractors are currently performing work of a similar nature and only labor is required from the Contractor to perform the contract. It is not possible at the time of placing the contract to accurately estimate the exact extent or duration of the work or to anticipate costs with any reasonable degree of certainty beyond the estimated level of efforts and price ceiling described in the contract. A firm-fixed price contract type places upon the contractor maximum risk and full responsibility for all costs and resulting profit or loss, and therefore would lead to greater costs being paid by the Government. Under a labor hours type contract, the Government shall only be charged the actual hours incurred by the contractor in the performance of work under the contract. Therefore a labor hours type contract has been determined to be the contract type that provides the best value to the Government.
