- Description
- The Air Force is exploring alternatives to improve reliability/supportability of the Digital Flight Data Recorder/Cockpit Voice Recorder/Electronic Locator Transmitter (DFDR/CVR/ELT) used on the E-3 AWACS aircraft. This office seeks potential sources and no cost product information and this RFI should not be construed as a solicitation or an obligation on the part of the government. The government will not pay for the preparation of any information submitted or for the government's use of that information. This Request for Information (RFI) seeks input on readily available DFDR/CVR/ELT that can be used with no or little modification to the aircraft. The current DFDR/CVR/ELT are independent units, the DFDR was manufactured by Lockheed Aircraft Service Company 209F Part number 10077A500-(8XX), NSN 6610-01-130-7057CX, the CVR was manufactured by Fairchild Industrial products model A100 TSO-C84, NSN5835-01-128-7757CX, and ELT NSN: 5826-01-109-5978. Any proposed replacements are listed below: -Desire all-in-one system that includes DFDR, CVR, ELT/crash position locator, acoustic underwater locator beacon and hard landing indicator capabilities. -The FDR is to meet the requirements of TSO-C124b and to record as many of the Category 1 through 4 parameters identified in AFH 63-1402 as possible without adding sensing devices. -The CVR is to meet the requirements of TSO-C123b and record the audio from both pilot positions as well as the cockpit area. -The ELT is to meet the requirements of TSO-C91a and TSO-C126. The ELT cockpit control is to be used to test the ELT system, permit manually triggering the devices and turn the system off. -Identify proposed LRU locations in E-3 aircraft, orientation and power source. -Advise how proposed solution will integrate with E-3 wiring. -Advise if a separate data processor/concentrator/acquisition unit would be more effective than all-in-one unit based on existing wiring and aircraft layout/floor-space. -Desire all devices integrate with E-3 DRAGON equipment, displays and controls. -Identify what other weapon systems or other large commercial aircraft use that may be adapted for E-3 use (for example 135s/130s, 777s etc). -Appropriate LRU BIT/FIT checks are to provide a signal to the flight crew if/when any LRU is not functioning properly. -Identify frequencies that are or will be used by the equipment/LRUs, and identify any aircraft antenna changes that are necessary -All batteries required to operate any/all LRUs must be easily removed and replaced. Prefer avoiding fire hazard of LION battery use. -Desire Flight Data Acquisition Unit to have connector on front panel (preferably USB) to enable connection of a portable test set (preferably Laptop) for flight line testing. -Desire use of encrypted data to deny unauthorized access to data that may be recorded in the unit(s). -Insure no sensitive information is broadcast-or that such broadcast can be ideally turned off with one cockpit switch action. -Identify equipment that offers electronic means, or physical capability, to destroy any/all sensitive data within short interval (target 5 minutes). -Prefer equipment digitally stores data on solid state memory over storage on magnetic tape. -Desire equipment that is robust & capable of withstanding typically harsh military environmental conditions. -Identify ways selected equipment avoids/mitigates DMS. -Identify if LRU vendors have developed their units with VHDL-& whether they will provide the VHDL code to the government. -Recommend repair source for LRU(s), if available include a sustainability business case analysis -Identify availability of documentation for training, maintenance, & repair. -Identify all necessary OSS&E documentation to support/obtain SPO CPR/CCB approval (including ERT form). -Estimate approximate costs of LRU purchase(s), wiring updates/changes, data purchases, etc -Estimate approximate costs to prepare wiring design documentation to include power and data wiring type/routes/connectors/circuit breakers & reuse of existing wiring -Estimate approximate costs to install recommended system & identify if field team, or AF maintainers could perform the work/mod (estimate installation hours). Replacement items must be able to pass applicable E-3 qualification testing (Mil-STD-810, EMI/EMC, Explosive Atmosphere, Rapid Decompression, MIL-STD-704, etc.). To enhance long-term supportability, it is desired that the chargers be used on multiple large fleets. We request the following information: 1. Technical description of the proposed equipment. 2. Reliability and DMS data for proposed equipment. 3. List of vehicles, aircraft, etc. that currently use the proposed equipment. 4. Has the proposed equipment passed any industry or MIL-SPEC environmental assessments such as MIL-STD-810? If yes, which parts of MIL-STD- 810 passed? 5. Provide any additional standards your hardware meets such as FAA TSO, Mil Spec, or SAE. 6. Provide catalog cost for the proposed equipment.
