- This is a Sources Sought Notice NOT a Request for Standard Form (SF) 330 Statements of Qualifications. The Department of Veterans Affairs Program Contracting Activity Central (PCAC) is seeking information on capabilities and the availability of potential Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), 8(a), HUBZone, Woman Owned Small Business (WOSB), and/or Small Disadvantaged Business (SDB) firms interested in proposing on multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for Architect and Engineering (A/E) Services within Veterans Integrated Service Network (VISN) 18: VA Southwest Health Care Network. This region includes: Amarillo VA Health Care System in Amarillo, TX El Paso VA Health Care System in El Paso, TX New Mexico VA Health Care System in Albuquerque, NM Northern Arizona VA Health Care System in Prescott, AZ Phoenix VA Health Care System in Phoenix, AZ Southern Arizona VA Health Care System in Tucson, AZ West Texas VA Health Care System in Big Spring, TX All VISN 18 Outpatient Clinics and Vet Centers, Veterans Benefit Administration (VBA) Offices and National Cemetery Administration (NCA) sites A/E Services to be provided under this contract will include, but are not limited to geothermal, co-generation, bio-mass, solar photovoltaic, wind turbine, retro-commissioning, commissioning, LEED-EB, renewable energy, feasibility studies, energy assessments, energy efficiency, water conservation, and greening of government projects. Other work includes planning and designing for VA facilities by applying architectural and engineering knowledge to construction procedures, zoning regulations, building codes and building materials. The following A/E disciplines may be required (but are not limited to) Architectural - Mechanical - Electrical - Structural - Civil - Landscape - Geotechnical - Surveying / Mapping - Interior Design - Hazardous Materials / Environmental Services (asbestos, lead survey) - National Environmental Policy Act (NEPA) - Historic Preservation - Energy - Cost Estimation - Commissioning. A/E design may include any combination of studies, assessments, investigations, surveying/mapping, tests, evaluations, consultations, comprehensive planning, program management, value-engineering, conceptual designs, schematic design, design development, construction documents, and bid & construction period services. Requirements will vary for each individual IDIQ Task Order and will be defined by separate scopes of work. This project will be procured in accordance with FAR Part 36.6, considering only the competence and qualifications of interested firms. The North American Industry Classification System (NAICS) code 541330 (Small Business Size Standard $14 Million) applies for this procurement. The proposed contract duration will be five (5) years (one base year and four option years). The proposed total value of the IDIQ's would be $7.5 Million each, with a maximum Task Order limit of $3.5 Million and minimum Task Order value of $2,500. It is requested that interested firms submit a response (electronic submission) of no more than 8 pages in length, single-spaced, 12 point font minimum that addresses the below information. This response must be submitted as a single application-generated (not scanned) PDF document that is less than or equal to 5MB in size. Please note that hard copies will not be accepted. Please also include a cover page, which includes, at a minimum: the company's name, address, Dun & Bradstreet number, socio-economic status, point-of-contact name, phone number, and e-mail address. Responses must include the Sources Sought number and project title in the subject line of their e-mail response. 1.Description of capability to perform the proposed synopsis, manage subcontractors, prepare and comply with various regulatory or design documents and permits and the capacity to execute this project with other ongoing contracts. 2.Past Performance/experience on projects of similar scope and magnitude, describing no more than five (5) projects that are at least 80% complete within the past five years. Identify whether work was done as the prime firm or as a subcontractor. The Past Performance information should include project title, location, general description to demonstrate relevance to the proposed synopsis, the firm's role (prime or subcontractor), dollar value of the contract, and name of the company, agency, or Government entity for which the work was performed with contact information. Please note that this is a SOURCES SOUGHT NOTICE for Market Research purposes ONLY to determine the availability of small business firms for a potential small business category type set-aside. This notice is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Particularly, the purpose of this notice is to gain knowledge of potential small business sources to include small business in the following categories: Verified Service-Disabled Veteran-Owned Small Business, Verified Veteran-Owned Small Business, Certified 8(a), Certified HUB Zone, and other small business. The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business community or to conduct as an Other Than Small Business Procurement. At this time no solicitation exists; therefore, please do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps at https://www.fbo.gov. It is the potential offeror's responsibility to monitor this site for the release of any solicitation or synopsis.
