Description
DRAFT SOO for DFAST OCC Effort This is an Request for Information/Sources Sought for a tentative requirement for which The Office of the Comptroller of the Currency (OCC) seeks advice and assistance in the design, development and implementation of a "playbook" (operating manual) to be used in the administration, management, and evaluation of the annual Bureau stress tests mandated by the Dodd-Frank Wall Street Reform and Consumer Protection Act. This requirement is further defined in the attached Draft Statement of Objectives (SOO). As part of its market research, OCC is issuing this RFI to determine if there are an adequate number of qualified interested contractors capable of designing a stress test playbook as further described in the Draft SOO. The Government may use the responses to this RFI for information and planning purposes. The Draft SOO describes only the currently contemplated possible scope of services and may vary from the work scope in a final SOO/PWS included in any Request for Proposals (RFP). The objective of this project is to ensure the OCC sets up, aligns and coordinates internal processes and infrastructure to effectively and efficiently administer the Dodd-Frank Act Stress Test (DFAST) program in order to identify, measure, monitor and control risks. The OCC will have project teams identified to work with the consultant on this effort. In addition to expertise in managing complex projects with multiple "workstreams," it is anticipated that the consultant will have proficiency in stress testing frameworks, large-volume data capture and processing from disparate sources, workflow management, multistage quality control, and financial institution reporting. This sources sought is only for the purpose of identifying potential sources as part of OCC's market research. No RFQ exists; therefore, do not request a copy of the RFP. Responses to this RFI are not quotes on which the OCC can issue a contract. This RFI is issued for information and planning purposes only and does not itself constitute a Request for Proposals (RFP). The Government does not intend to award a Contract based only on responses to this RFI. All information received in response to this RFI marked "Proprietary" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responses to the RFI will not be returned. Responders are solely responsible for all expenses associated with responding to this RFI. The OCC will not pay for information received in response to this RFI. There is no commitment by the Government to issue an RFP, make an award or awards, or to be responsible for any monies expended by industry responses to this RFP. The following information is requested to be submitted in response to this request: 1)Any GWAC/Schedule Contract Number 2)Large or Small Business - DUNS 3)Comments on the Draft SOO. 4)The OCC would like prospective consultants to submit information on their background and experience in working with financial institutions, or the financial institution's supervisory authority, in creating stress testing programs and infrastructure. 5)Consultants should also submit information on their experience in managing large, multi-faceted projects with numerous workstreams and short deadlines. 6)Consultant should also provide relevant information on the company's specialty-primary NAICS, geographic location, number of employees, etc. 7)Highlights of recent and relevant projects similar to those in the draft SOO. Please be specific as to who the project was for, what product was produced, how the product is/was used, notable comments on size or scope of project. Do NOT submit pricing for this RFI. Submissions shall be electronic and submitted to the email address provided. The submission shall not be more than 15 pages using Times New Roman-12 Font, and shall contain only information requested.
