Description
This is a notice of intent to award a sole source commercial supply item contract to Campbell Scientific, Inc. of Logan, Utah, for the supply and deliver of equipment necessary to build an Automated Data Acquisition System (ADAS) for monitoring pore pressures at Dale Hollow Lake, project of the Nashville District U.S. Army Corps of Engineers This procurement has been approved for other than full and open competition under the authority of 10 U.S.C. 2304(c)(1), Federal Acquisition Regulation 6.302-1(a)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The use of the original supplier of materials and components is requested since the government wishes to maintain compatibility among individual units comprising the ADAS across Nashville District projects. The automated monitoring equipment currently in use at Wolf Creek, Center Hill, and J Percy Priest Dams consists of components manufactured by both Campbell Scientific, INC and Geokon, INC. It is likely that award to any other source would result in substantial duplication of cost to the Government, since the spare inventory currently maintained by the District would have to be supplemented with additional components that are not compatible with other sites. Also, current District telemetry and USACE Instrumentation database are configured to interact with these specific components. Acquisition of non-compatible equipment would result in the need for additional equipment at additional cost to the government that is not expected to be recovered through competition. A determination was made to pursue procurement of all necessary equipment from Campbell Scientific, Inc. as it was estimated by the Government that their equipment would comprise over 50% of the total cost of the ADAS. 'Brand name or equal' products are being requested for all other equipment required that is not a product of Campbell Scientific, Inc. or Geokon, Inc. The Federal Acquisition Regulations allow for the submission of capability statements from prospective offerors to show interest which shall be considered by the Nashville District U.S. Army Corps of Engineers. This is not a request for capability statements or quotes. However, the Nashville District U.S. Army Corps of Engineers will consider any capability statements or quotes submitted by all responsible sources. Depending on the evaluation result of the capability statements, the Contracting Officer will determine if this sole source action is justified or if a solicitation must be issued to interested firms. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. If potential offerors choose to submit information, past performance and references regarding capability to perform these services must be provided along with the statement of capability. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary.
