- Amendment #1 A. The purpose of this amendment is to correct the delivery location in block # 15 of the SF-1449. B. As a result of this amendment, the delivery location is changed from "Eufaula NWR; Eufaula, Alabama" to "A.R.M. Loxahatchee NWR; Boynton Beach, Florida". C. As a result of this amendment, the solicitation is extended thru October 1, 2012 at 10:00 am eastern time. D. All other provisions, terms, and conditions remain the same. (end amendment section) This requirement is being procured in accordance with FAR Part 12, Acquisition of Commercial Items and an award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures and FAR Part 15, Contract by Negotiation. The Government will award a Blanket Purchase Agreement (BPA) for normal and emergency fuel deliveries. This combined synopsis/solicitation is notice that the Fish and Wildlife Service (FWS) has issued a solicitation for a BPA for supply and delivery of 1) Premium Unleaded Gasoline, 2) Diesel Fuel, and 3) Aviation Fuel needed at the A.R.M. Loxahatchee National Wildlife Refuge (NWR/Refuge) in Boynton Beach, Florida to be used for various needs. Tank size for each category of fuel: 2,000 gallon above ground double wall tank. The estimated Period of Performance is from October 1, 2012 thru September 30, 2013. The Technical Site Representative contact is rolf_olson@fws.gov or 561/735-6022. This action is being solicited as a Small Business Set-Aside under the North American Industrial Classification System (NAICS Code) 424710 Petroleum Bulk Stations and Terminals. Applicable Size Standard applies. *Your CCR record should reflect this NAICS (424710 prior to contract award). For purposes of Government procurement, the petroleum refiner must be a small business concern. A firm-fixed price (with economic price adjustment) commercial contract order will be issued. Award shall be made to a single offeror submitting the lowest price that fully meets or exceeds the requirements of this solicitation. Offeror must include prices for each item listed in order that quotes may be properly evaluated. Failure to do so shall be cause for rejection of the entire quote. The basis for award will be as follows: technical capability, past performance/experience, and price based on self-certification of performing the work requirements of this solicitation by submitting a quote. 1) Technical Capability: The offeror must certify capability to perform all work required under this contract and that the product/service offered meets or exceeds the requirements need of this solicitation. This is to include all applicable personnel, equipment, qualifications, resources, licenses, certifications, and solicitation requirements to ensure the delivery of qualified product/service within the specified time-frame. 2) Past Performance/Experience: Past Experience will consist of two reference checks (utilizing the Past Experience & References form). Past Performance will consist of review and assessment of at least two past performance surveys (utilizing the Past Performance Survey form). 3) Price: Price will be considered (and most weighted) in the overall assessment but may not be the ultimate basis for award. The Government will review the prices of all technically acceptable Offerors and award a contract to the lowest priced, technically acceptable, responsible Offeror. The Government may award based on initial offers, without discussions. * The Government reserves the right to reject offers that are unreasonably low or high in price and as a result, not make an award.
