Description
The 8203 needs to be signed, item 14 needs your name, address, phone, fax and email address. Unit price and amount are left blank, the fees are on the solicitation and are set. All pages of this document needs to be returned with your proposal. Solicitation for Final Agency Decision (FAD) Writer Services - Pages 2 through 15 are the Provisions and Clauses that are required for you to accept in order to provide services for the United States Postal Service. Signing the attached 8203 is your acceptance to these conditions. Pages 17 through 18 is the Standard Operating Procedures (SOP) which explains the type of work you will be performing. Page 19 through 23 is information required on your proposal, how to submit your information and the qualifications. Solicitation for Final Agency Decision (FAD) Writer Services for the United States Postal Service This is a new solicitation, please read carefully. The format of this solicitation has changed from those the Postal Service previously issued. To be considered for future opportunities, individuals who responded to previous solicitations must also respond to this solicitation. The U.S. Postal Service (USPS) is soliciting individuals with the right skill sets and interested in investing numerous hours a week to write final agency decisions (FADs) in accordance with EEOC regulations and USPS quality and timeliness standards. Selected individuals will be home-based independent contractors, located throughout the United States, who will enter into Ordering Agreements with the USPS to provide FAD writing services in accordance with the terms and conditions set forth in the Ordering Agreement. Individual Task Orders assigning the writing of particular FADs will be issued under the Ordering Agreement in a "fee for service" arrangement. There is no guarantee of work or the number of cases assigned. A FAD writer is paid on a "per case" basis, generally $400, on successful completion of the case. FAD writer performance will be evaluated by USPS NEEOISO management based on quality, writing style and timeliness. Depending on work load and case complexity, FAD writers may average from 8 to 10 cases per month. Note, the information regarding average number of cases assigned to FAD writers is provided to offerors for workload estimation purposes only, and does not provide any guarantee that an awardee will be assigned the same number, a similar number, or any number of cases. The Supplier will prepare Final Agency Decisions (FADs) on the merits of discrimination complaints and/or entitlement to compensatory damages for the United States Postal Service (Postal Service), National Equal Employment Opportunity (EEO) Investigative Services Office (NEEOISO) and other agencies as assigned. Each FAD will inform the complainant of the outcome of his/her claim(s) of discrimination or entitlement to compensatory damages and the rights to appeal the decision. If you are qualified to perform the above services and are interested in applying for the position, you will need to respond to the information under Section D on page 19 of the Solicitation attached. You are limited to only three (3) pages for your responses to the Technical & Supplier Capability and Past Performance. On page 20, under Technical & Supplier Capability, the items are listed as i, ii, iii, etc, I recommend that you only list the letter and then your response to save space; the same with Past Performance. If you exceed the three (3) pages for your response to these, we will remove the last pages that exceeds that number and the evaluation will only be performed on the first three (3) pages. Note - Cover pages, tables of contents and resumes do NOT count towards the page limitation.
