Description
THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the government. This is NOT a Request for Proposal, Invitation for Bid, or an announcement of a solicitation. Response to this sources sought is strictly voluntary and will not affect any firms' ability to submit an offer if a solicitation is released. There is no bid package or solicitation document associated with this announcement. The purpose of this document is to identify potential sources. Any requests for a solicitation package will be disregarded. The Government does not intend to award a contract on the basis of this source sought or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in response to this sources sought and the Government's use of such information. This sources sought is conducted to identify potential sources capable of meeting the requirements for Deployable Oxygen Generation System-Medium (DOGS-M) system. The desired system must be able to stand up to the environmental extremes encountered in a deployable environment. (see required performance capabilities below). Required Performance Capabilities: a. System shall produce > 120 LPM of oxygen, USP 93% with capability to fill cylinders to 2,250 psi. b. Operating Pressure shall be able to be regulated between 50 pounds per square inch (psi) and 100 psi. c. System shall be able to fill 'D', 'E', 'M', and 'H' size oxygen cylinders (correct adapters must be provided) to 2250 psi. d. Shall operate on alternating power current 110-220 VAC, 60 Hz, single-phase OR 208-220 VAC, 60 Hz, three-phase power without sensitivity to fluctuating power sources. e. System shall be able to simultaneously fill cylinders and provide patient oxygen. Priority shall be given to providing the patient oxygen. f. System shall operate continuously, 24-hours per day, 7 days a week. g. After start-up, the maximum power draw shall be 12 kW. h. DOGS-M including accessories (i.e., oxygen hoses and fittings), emergency back-up system, and HP oxygen cylinder evacuation system shall not exceed 2300 pounds total system weight. i. The system shall be able to be directly be picked up by a forklift or designed to be lifted and set on a skid to be transported by a forklift. j. The system dimensions shall allow for 3 units to fit on a standard 463L pallet (usable area 108"L x 84"H x 88"W) to be transported. k. The system shall be FDA approved. Information is being collected from all potential sources at this time; however, the government is soliciting information in order to determine if this requirement can be met using a small business set-aside. All respondents are required to certify if they currently meet the small business requirements under the North American Industry Classification System (NAICS) code 333999, All Other Miscellaneous General Purpose Machinery Manufacturing, as of the date of their submittal. CAPABILITY STATEMENT - Any potential offeror must demonstrate the following: 1) The offeror shall submit a technical description or product literature for the system/equipment(s) it is proposing. Capability Statement(s) should clearly identify the manufacturer, make, model, quantity and location of units produced, and percentage of the work performed by either the Large and/or Small Business. 2) Provide the following business information: a. DUNS number b. Company Name c. Company Address (including point of contact, phone number and email address) d. Type/Size of company, NAICS code as validated in System for Award Management (SAM). Respondents will NOT be notified of the results of the evaluation.
