Description
THIS IS A REQUEST FOR INFORMATION (RFI) IN ACCORDANCE WITH FAR 15.201(c)(7) AND FAR 52.215-3. This is NOT a Request for Proposal (RFP). An RFP is not being issued at this time, and this notice shall not be considered as a commitment by the Government to issue a RFP, nor does it restrict the Government to a particular acquisition approach. The General Services Administration (GSA), Public Building Service is encouraging early exchanges of information about future acquisitions. Your input is valuable in helping us develop requirements that improve our facilities, reduces our costs, and simplifies the contractor's ability to maintain our facilities. We are seeking industry input from Operation and Maintenance (O&M) contractors already under contract with GSA or interested in working with GSA in the future. O&M contracts are typically 1 year contracts with 4-1 year options and each solicitation is adjusted pursuant to the location. The solicitation is revised on a periodic basis to support congressional and executive mandates, industry changes, agency priorities, and other changes that are important to improve the operations and management of our facilities. FAR 52.215-3 Request for Information or Solicitation for Planning Purposes (OCT 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This RFI is issued for the purpose of: Determining whether or not the requirements within the attached General Services Administration, Public Buildings Service, O&M Solicitation is "Commercial" or "Non-Commercial" in nature (See FAR Part 12 for what constitutes commerciality as well as the background information below). Please use the attached questionnaire when completing your answers. Responses must be received no later than Friday, October 19, 2012 at 4:30 CTD. Responses can be sent multiple times at any time or day prior to the closing date. Please no telephone inquiries. All responses submitted to this RFI must be properly sent via e-mail as follows: To: stephen.carroll@gsa.gov Subject: RFI 2012-MRCC: Commerciality of O&M Solicitation ADDITIONAL BACKGROUND: FAR 2.101 defines "Commercial" as: any item, other than real property, that is of a type customarily used by the general public or by non-governmental entities for purposes other than governmental purposes, and has been sold or offered for sale, leased, or licensed to the general public. Services of a type offered and sold competitively in substantial quantities in the commercial marketplace based on established catalog or market prices for specific tasks performed or specific outcomes to be achieved and under standard commercial terms and conditions. For purposes of these services- (i) "Catalog price" means a price included in a catalog, price list, schedule, or other form that is regularly maintained by the manufacturer or vendor, is either published or otherwise available for inspection by customers, and states prices at which sales are currently, or were last, made to a significant number of buyers constituting the general public; and (ii) "Market prices" means current prices that are established in the course of ordinary trade between buyers and sellers free to bargain and that can be substantiated through competition or from sources independent of the offerors. ***The RFI has been extended until 10/19/2012 at 4:30PM CDT ***
