- The purpose of amendment W91QEK-12-T-0009-P00003 is to answer questions posed by interested parties and provide a cut-off time for submission of questions: Q1. Is a training support package desired? If so, in what detail and for how long? A1. A training support package is not required. Please see salient characteristic 7 for required training materials. Q2. What is the required timeline from date of order to delivery? A2. As stated in the solicitation, delivery is FOB Destination, 30 days after receipt of order (ARO). Q3. Can delivery of test kit be incremental or is the entire order to be delivered in one shipment? A3. The Government requires delivery in one shipment. Q4. Based on Salient Characteristic #3 being deleted, will ACC now consider detection of UREA and DAP non-HME fertilizers an undesirable "False Alarm" for any tester or test kit being proposed? A4. Clear identification of Ammonium Nitrate, other Nitrates, and Chlorates is required. Unnecessary incidental identification of Urea or DAP is not prohibited, as long as it does not hide, confuse or impair the identifications that are required. Q5. Will ACC accept a 25 test capability per kit, providing both Nitrates and Chlorates remain detectable in a single test at 400ng or less and the kit remains small enough to fit in a cargo pocket or in a user's hand? A5. Yes, the Government will accept a 25 test capability kit. However, a test kit that only detects both Nitrates and Chlorates does not meet salient characteristic number 2. Q6. Is a single test using only one sample the actual requirement for detection of Ammonium Nitrate, other Nitrates, and Chlorates? A6. Yes, the Government requires a single application individual test for all HME precursors identified in salient characteristic 2. The cut-off time for submission of questions is 28 September 2012 at 1:00PM EST. All other information remains unchanged. All quotes must acknowledge all amendments in order to be considered for award.
