- GSA Subject Parcels - Federal Triangle South, SW DC This is a NOTICE OF INTENT ONLY The General Services Administration (GSA) hereby announces its intent to issue a Request for Information (RFI) for interested parties to address the long term needs of multiple GSA Federal Customers located in the L'Enfant Plaza area in Southwest, District of Columbia, referred to in this announcement as "Federal Triangle South". GSA seeks to leverage the value of its real property assets to provide more efficient facilities for Federal Customers and potentially create the catalyst for a revitalization of this area of Southwest Washington. PURPOSE Federal Triangle South represents one of the largest clusters of federal office buildings in the Metropolitan Washington DC area, and is generally bounded by Independence Ave to the North, 6 th Street to the East, Maryland Avenue and portions of D Street to the South and 12 th Street to the West. The area being evaluated is shown below, and currently provides office space for the Department of Energy (DOE), Federal Aviation Administration (FAA), Department of Homeland Security (DHS) and General Services Administration (GSA). The Federal buildings include: Cotton Annex, DOE Forrestal Complex, FAA Orville and Wilbur Wright Buildings and GSA's Regional Office Building. (The Depiction of the GSA SUBJECT PARCELS for the FEDERAL TRIANGLE SOUTH, SW DC is attached under this Notice) GSA is also aggressively exploring strategies to make better use these assets and land, as measured by utilization and occupancy rates, annual operating costs, energy efficiency, and sustainability in accordance with the June 2010 Presidential Memorandum to dispose of unneeded Federal real estate. GSA will also take into consideration the thoughtful planning recommendations included in the National Capital Planning Commission's SW Ecodistrict Plan and the District of Columbia Office of Planning's Maryland Avenue Small Area Plan. To facilitate responses to the RFI, GSA may include a summary of programmatic requirements, such as maintaining Department of Energy Headquarters frontage on Independence Avenue. Challenges in the Federal Triangle South include older buildings that are driving high operating costs, a backlog of required capital improvements, land use inefficiencies, space inefficiencies, and lack of area amenities. Through this RFI, GSA seeks to: •· - Gather market input on meeting Federal facility space needs; •· - Identify potential redevelopment and transaction structures; and •· - Achieve best value to the Government, promote fair and transparent competition and discover the most beneficial technical and financial solution Information gathered from the RFI will help GSA develop a strategy to more efficiently meet the space needs of the Federal Triangle South Customers. The RFI initiative may result in future competitive solicitations to effectuate GSA's objectives. GSA intends to distribute the RFI within 90 days of the publication of this Notice of Intent. The RFI will provide instructions for submission of responses. Until the RFI is issued, GSA will be unable to respond to any detailed inquires.
