- Description
- NASA/GSFC has a requirement for web development services for the education and public outreach (EPO) website Imagine the Universe. These services will include reorganizing the content on the Imagine the Universe site and developing a revised look and feel for each of the main sections of the website. Work will be performed in two phases: Phase 1 consists of organizing/re-organizing the site content to inform the site-architecture for redesignPhase 2 consists of establishing continuity of file structure within the site and the creation of CSS style sheets for each section of the site. NASA/GSFC intends to purchase the items from Mid-continent Research for Education and Learning (McREL) pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. McREL has extensive experience with NASA EPO web site development, strong understanding of Section 508 compliance requirements and best practices as defined in NASAs overarching vision for outreach and education. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 2:30PMEST on October 10, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
